MTCP requires your admission offer before you can even start the MTCP form. GREAT Scholarship requires a conditional or unconditional offer from a participating university. Westminster requires an offer. PUT's waiver is assessed during the admissions process itself.
Apply to your target university first. Apply for the scholarship second. The scholarship deadline is never your first deadline; the university application deadline is.
