Since 1987, the Joint Japan/World Bank Graduate Scholarship Program has enabled more than 7,000 mid-career professionals from 160 developing countries to complete graduate degrees at leading universities worldwide. India qualifies. If you work in development, policy, public health, economics, infrastructure, or environmental management and are considering a master's degree abroad, here is everything you need to know before the deadline closes.
What the JJ/WBGSP Actually Is
This scholarship is jointly funded by the Government of Japan and administered by the World Bank. It is not a general academic merit award. It is designed specifically for professionals already working in development-related fields who want a postgraduate degree to deepen their expertise and who plan to return home and apply it.
What the Scholarship Covers
The scholarship is a comprehensively funded award. It covers every significant cost of studying abroad.
- Full tuition fees for the entire duration of the master's program or two years, whichever is shorter
- Monthly living stipend to cover accommodation, food, books, and daily expenses; the amount varies by host country
- Round-trip economy-class airfare between your home country and the host university at the start and end of the program
- USD 600 travel allowance per trip, an additional practical allowance on top of the airfare itself
- Basic health insurance obtained through the university for the full scholarship period
What is not covered: research expenses, field trips, workshops, personal equipment like laptops, or supplementary study materials. Plan and budget for these separately.
The Two Application Windows in 2026
The scholarship runs in two separate windows each year depending on the participating university and program.
- Window 1: January 15 to February 27, 2026
- Window 2: March 30 to May 29, 2026
Window 2 is your current window. The deadline is May 29, 2026, at noon EST, which converts to 10:30pm IST on May 29. Do not leave this to the final day; the portal closes at noon EST precisely, and no exceptions are made.
Who Can Apply: The Full Eligibility Checklist
The JJ/WBGSP has strict eligibility requirements, and no exceptions are made for any criteria. Read every point carefully before you start.
Citizenship and residency:
- Must be a national of a World Bank member developing country. India qualifies. Must not hold dual citizenship of any developed country
- Must not be a citizen or permanent resident of the country where your target university is located
Educational background:
- Must hold a bachelor's degree earned at least 3 years prior to the application deadline date
- The degree must be from a recognised institution
Work experience, the most important requirement:
- Must be employed in development-related work in a paid full-time position at the time of submitting the scholarship application
- Must have at least 3 years of paid development-related employment since earning a bachelor's degree, acquired within the past 6 years from the date of the application deadline
- Development-related work is broadly defined; economics, public policy, health, education, agriculture, environment, urban development, governance, finance, and infrastructure all qualify. Check Annex 2 of the Application Guidelines for the full list
University admission:
- You must already hold an unconditional offer of admission to one of the JJ/WBGSP participating master's programs before you can apply for the scholarship
- The JJ/WBGSP application link is only shared with candidates who have received unconditional admission and have been shortlisted as eligible by a participating university
- You cannot apply to the World Bank directly without first being admitted and nominated by your university
Additional ineligibility conditions:
- World Bank Group Executive Directors, their alternates, staff of any appointment type, and their close relatives are not eligible
- Individuals who previously received a JJ/WBGSP scholarship offer but declined it, or received one and did not graduate, are not eligible to reapply
The return commitment:
- All scholars must return to their home country after completing their studies and apply their knowledge toward national development
- This is a binding condition attached to the award, not a soft expectation
Where This Scholarship Can Take You
The JJ/WBGSP offers scholarships for 44 participating master's programs in 24 universities across the USA, Europe, Africa, Oceania, and Japan in key areas, including economic policy management, tax policy, and infrastructure management.
Programs span economics, public policy, public health, environmental management, development finance, infrastructure, urban planning, and agricultural development, all directly relevant to India's development priorities.
Participating institutions include globally recognized universities such as
- The University of Tokyo and other leading Japanese institutions
- Sciences Po Paris
- Erasmus University Rotterdam
- University of Sussex
- Universities across the USA, Africa, and Oceania

How the Application Actually Works
The process runs in stages, and the university nomination is the step that everything else depends on.
Stage 1: Secure your university admission first
- Apply to one or more JJ/WBGSP participating master's programs and secure an unconditional offer
- This must be completed before the scholarship window closes on May 29
- Contact your target university's admissions or scholarship office early to confirm they can nominate you under the JJ/WBGSP
Stage 2: Get nominated by your university
- Once you have an unconditional offer, the university assesses your eligibility and nominates you as a JJ/WBGSP candidate
- You cannot access the World Bank application form independently
Stage 3: Submit your scholarship application
- Once nominated, complete the online application at the World Bank portal by May 29, 2026, at noon EST
- The application includes your academic history, work experience, development impact statement, two references, and uploaded admission documents
Stage 4: Selection and notification
- Each eligible application is independently reviewed by two qualified assessors and scored on a scale of 1 to 10. Final selection also considers geographic distribution, gender balance, financial need, and individual hardship. Approved finalists are confirmed by the JJ/WBGSP Steering Committee and successful candidates are notified shortly thereafter
What Makes a Competitive Application
The JJ/WBGSP is highly competitive globally. The candidates who receive awards are not simply those with the strongest academic records. They are the ones whose applications most clearly demonstrate:
- A genuine and specific commitment to development work in India, named roles, named institutions, named outcomes
- A clear connection between the proposed master's program and a development challenge they have personally worked on
- Strong evidence of professional impact in their current or recent role
- A credible and specific plan for how they will apply the degree back in India after returning
For women applicants specifically, the selection process explicitly considers gender balance as a factor in final selection.
