That decision sits entirely with your Designated Learning Institution (DLI), the university or college itself, not the government. So if you want to study in Canada without IELTS, what you are really looking for is a DLI whose own admissions policy accepts TOEFL, PTE Academic, Duolingo, or CAEL instead.

Since the SDS closure, every applicant, regardless of which English test they used for admission, follows the same standard study permit checklist:

• Letter of acceptance from your DLI
• Valid passport
• Proof of financial support: a Guaranteed Investment Certificate (GIC) of CAD 22,895 (approx. Rs.15.7L) is the current benchmark IRCC uses for one year of living costs Source: IRCC financial requirements
• Proof of tuition payment for the first year, in most cases
• Provincial Attestation Letter (PAL), mandatory for most undergraduate and non-exempt programs; Master’s and PhD applicants are typically exempt
• Medical exam or police clearance, if requested

None of these require an IELTS score specifically. Whatever English-proficiency proof your DLI accepted you with is what goes into the study permit file.

Counselor insight: A PAL shortage, not your English test, is now the more common reason Indian applicants get delayed. Provinces distribute PAL allocations early in the calendar year and stop issuing them once the quota is used. Apply and request your PAL as early in the cycle as your DLI allows.

This is the part that most “study in Canada without IELTS” content leaves out entirely, and it’s the reason this decision needs a longer view than just your admission file.

Since November 1, 2024, Post-Graduation Work Permit (PGWP) applicants must submit a designated language test result: CLB 7 in all four skills for university degree graduates or CLB 5 in all four skills for college diploma graduates.
