What is the Post-Graduation Work Permit Programme (PGWPP) in Canada?

PGWP Canada, Post-graduate Work Permit Canada, or Post-graduation Work Permit Programme (PGWPP) are open work permits granted to international students after graduating from a Canadian program of study. Canada PGWP New Rules

Starting January 22, 2024, the government announced a 2-year cap (between 2024 and 2026) on approving study permit applications. They anticipate granting around 3,60,000 new study permits to international students in 2024, a 35% drop from 2023. The cap for 2025 will be decided later in the year. But first, it’s essential to learn about the fundamental changes if you plan to study in Canada as an Indian student. 

Changes to PGWP Canada Eligibility criteria: Starting September 1, 2024, international students enrolling in private colleges offering licensed curriculum will no longer qualify for PGWPs. 

These private colleges operate under curriculum licensing agreements that have been licensed to deliver the curriculum of a linked public college. According to Immigration, Refugees, and Citizenship Canada (IRCC), such programs have fewer oversight measures than public colleges, creating a loophole in PGWP eligibility. 

It is also important to note that Diploma or certificate programme graduates will no longer be eligible for a PGWP. The special measures for distance learning and PGWP validity have also been extended until August 31, 2024.

Extended PGWPs for Master’s Graduates: Effective February 15, 2024, graduates from master’s degree programmes of less than 2 years will also be eligible for a 3-year post-graduation work permit (PGWP). The only condition is that they meet all other eligibility requirements. 

Previously, PGWPs were issued for varying durations, sometimes less than 3 years, based on the duration of the programme. But now, Indian students completing master’s degree programs of at least 8 months in Canada can apply for a 3-year work permit upon graduation.

Picture yourself as Aarav, an Indian student pursuing a 12-month master’s programme in Canada. Under the old rules, you wouldn’t have qualified for a Canada PGWP because your programme was less than 2 years long. However, with the new policy, you can now apply for a  3-year PGWP, allowing ample time to gain work experience in Canada. 

Updated Cost-of-living Requirements: Starting January 1, 2024, international students must demonstrate they have a minimum of INR 17L ($20,635) (previously INR 8.4L ($10,000)) to cover living expenses, excluding students moving to Quebec, who have different criteria. For individuals aged 18, the requirement is INR 12.6 lakh ($15,078).

Revised Spousal Open Work Permit Eligibility: Open work permits will only be available to spouses of international students in master’s, doctoral, and professional programmes. 

Introduction of Attestation Letters: Starting January 22, 2024, study permit applications must include an attestation letter from a provincial or territorial government. This new requirement aims to enhance the verification process and strengthen federal-provincial coordination.

These measures will be temporary, lasting from 2024 to 2026, allowing the government to evaluate their effectiveness and make further adjustments.

The immigration ministry will revise the programme to match Canada’s labour market requirements closely. Major organisations are being sent a survey to gather feedback on the critical questions, including PGWP eligibility based on occupation demand, exemptions for certain groups, and the requirement for job offers aligned with occupational shortages in Canada. 

Changes in PGWP Canada (Quebec)

Starting September 1, 2023, international students who graduated from private colleges in Quebec won’t be eligible for PGWPs anymore. The Quebec government decided not to recognise these colleges as designated learning institutions (DLIs). As a result, only public colleges and subsidised private institutions are considered DLIs. 

That said, if you begin your study program before August 31, 2023, it must meet specific criteria to be eligible for a PGWP. Your program should be at least 8 months or 900 hours long and should lead to one of the following qualifications.

• Diploma of Vocational Studies (DVS) in English)
• Attestation of vocational specialisation (AVS) in English)
• Diploma of College Studies (DCS) in English) 
• Attestation of Collegial Studies (ACS) in English)

That said, you may be eligible for a PGWP Canada if you graduated from a designated learning institution (DLI) and want to stay in Canada temporarily to work.

• You must be 18 years old and have studied full-time in Canada in a designated learning institution (DLI). (Discussed in upcoming sections)
• Your program’s duration is at least 8 months leading to a degree.
• If you’re applying from within Canada, you must have a valid status at the time of application. 
• You apply within 180 days of completing your programme.
• If your study permit has expired or will expire, you may apply for status as a visitor before applying for the PGWP. 

Wondering how much of your online studies count toward a PGWP? Read on. 

All online studies conducted at a PGWP-eligible designated learning institution (DLI) from outside Canada between March 2020 and August 31, 2022, contribute to the duration of a PGWP. This policy change took effect on September 1, 2022. However, the following periods do not contribute to the duration of a PGWP in Canada.

• Study time outside Canada after December 31, 2023.
• Study time before applying for a study permit.

Please note: Until August 31, 2024, at least 50% of your programme must be completed online or in person in Canada. Effective September 1, 2024, you must complete at least 50% of your study programme in person in Canada.

How to Apply for a Post-Graduate Work Permit in Canada? 

Now that you know whether you’re eligible, you might wonder how to get PGWP in Canada. If you meet the eligibility criteria, you can apply for a work permit regardless of whether you’re in Canada or another country. 

If you’re applying after completing your graduation programme, you must keep the following in mind.

• You have a 180-day window after graduation to apply.
• Your study permit must be valid when you submit your application to be eligible to work in Canada while waiting for a decision.
• Here’s a perk: If you are eligible to work off-campus during your studies and apply with a valid study permit, you can keep working while your PGWP application is being processed.

Please note: To apply online for PGWP Canada, you must pay a fee of INR 21k ($255).

But wait, what if your study permit is set to expire before you receive your marks? No worries! You have two options.

• Apply for a visitor record to extend your stay in Canada 
• Depart from Canada and apply for your PGWP

How Long is a PGWP Valid for?

The Post-Graduation Work Permit (PGWP) in Canada is crucial for international students who wish to gain valuable Canadian work experience after their studies. Being well-versed in the intricacies of PGWP Canada is essential for effectively planning your stay and employment there.

As discussed earlier, starting February 15, 2024, students who graduate from master’s degree programs of less than 2 years (8 months minimum) may be eligible for a 3-year PGWP. Now, imagine a scenario in which your passport expires before your PGWP. First, ensure your passport is valid for the entire duration for which you are eligible for the PGWP. If it expires before the PGWP’s validity, you will get a valid permit from the concerned authorities until your passport expires. You will be informed if you need to extend your PGWP to achieve full validity. Normally, extending a PGWP requires applying on paper if instructed to do so.
