Why NTNU Trondheim Fees Are Not Zero for Indian Students in 2027-28

The short answer for “is NTNU free for international students?" is no for non-EU/EEA degree students. Norway ended free tuition for them from autumn 2023, and NTNU still charges them. Exemptions cover students admitted before 2023, exchange students from partner universities, Erasmus Mundus and Nordic Five Tech students, and PhD candidates.

Parliament removed the cost-covering fee rule on 1 August 2026, which lets each university set lower prices (NordiskPost). The University of Stavanger, for example, set Rs.6.04 lakh (NOK 60,000) a year for humanities, social sciences, and economics (University of Stavanger, University World News).

NTNU has not announced a cut. Its pro-rector said in October 2025 that NTNU would obey the existing rules while the law was pending, and Norwegian institutions usually announce fee levels around November. The University of Oslo already lists rates for 2027/28, so a 2027-28 NTNU price may appear near the time your application window opens.

Counselor insight: Do not hold back a 1 December application to wait for a fee announcement. The tuition invoice arrives only after you accept an offer, and the admission letter states your fee, so you decide with the final number in hand.

Living Costs on Top of NTNU Trondheim Fees in 2027-28

Housing, food, and transport together come to Rs.86,551 to Rs.1.07 lakh (NOK 8,600 to 10,600) a month, before utilities, books, and insurance. The NTNU semester fee goes to Sit, not to NTNU. Proof of Funds Added to NTNU Trondheim Fees: Amount, Rules, and Documents

Every Indian applicant must meet the Norway student visa proof of funds rule on top of tuition. UDI has not published the 2027-28 amount, so the 2026/27 requirement is the blueprint: Rs.17.15 lakh (NOK 170,368) for a full academic year. NTNU's own financing page still displays the older Rs.16.79 lakh (NOK 166,859), so quote the UDI figure in your planning.

• Show a bank statement not older than three months, in any currency and in English, or a signed sponsor letter with the sponsor's statement, or a scholarship confirmation.
• The funding document cannot be dated before 1 September of the application year.
• After admission, you transfer the full amount to NTNU's deposit account before arrival, and it is paid back to you when the semester starts.
• Funding proof is an admission requirement, so it cannot be sent after the deadline.

Counselor insight: The 1 September date on the funding statement catches early planners. A statement generated in August for a 1 December application is invalid, so generate it in autumn, once the balance already matches the required amount.

Total First-Year Budget: NTNU Trondheim Fees Plus Funds and Semester Fees

Year one at NTNU requires more than just the tuition line. This table shows the money you need to have ready for the two categories that most Indian applicants fall into.

Only tuition and semester fees are spent on the university. The funds are your living money, but they must sit in the deposit account before the permit is granted. In year two, NTNU again asks for proof of financing with the renewal, and tuition is repriced for inflation.

The NTNU application deadline for applicants from outside the EU/EEA is 1 December, within a window that opens on 1 November, and every document must be uploaded by then. For the August 2027 entry, that is 1 December 2026. NTNU's page still shows the previous cycle's dates, so confirm them when it updates.

NTNU states that it offers no scholarships that cover tuition and no discounts or installment plans. Norway's government also runs no scholarship open to all international students. NTNU scholarships for Indian students therefore come only from outside NTNU. Three routes still matter:

• Exemption routes: Erasmus Mundus Joint Masters, Nordic Five Tech, and full-degree scholarships from the Norwegian Directorate for Higher Education and Skills remove tuition, and PhD candidates pay none.
• Part-time work: a study permit allows up to 20 hours a week, including remote work, and full-time work on holidays. This arrangement supports daily costs but cannot cover tuition of Rs.17.74 lakh or more.
• After graduation: you can apply for a job seeker permit before the student permit expires.

• If you are a final-year BTech student graduating in May or June 2027 and want a technology master's, you fall in Category 2: Rs.41.38 lakh (NOK 411,200) for two years at 2026/27 rates, plus Rs.17.15 lakh in living funds. Apply by 1 December 2026 with a provisional certificate and IELTS 6.5 in every band.
• If you are a working professional weighing a business-related master's, compare Category 1 at Rs.17.74 lakh (NOK 176,300) a year with the separate International Business and Marketing price of Rs.6.21 lakh (NOK 61,705), which is Rs.12.42 lakh (NOK 123,410) over two years.
