Quick Read

  • DHA’s April 2025 rulebook names English proof only for listed-country nurses.
  • OET Grade C is one of four English proofs that rulebook lists.
  • Indian BSc nurses need no experience for the Registered Nurse title.
  • Indian nurses pay about INR 38,824 (AU$587) for the OET test.

Do You Need OET for DHA Nursing Registration in Dubai?

DHA (the Dubai Health Authority, which licenses nurses in Dubai) requires English proof only on two routes for nurses licensed in 20 listed countries, according to its April 2025 rulebook. OET (the Occupational English Test) is an English exam for healthcare staff that uses real clinical tasks. You’ll often read that OET is compulsory for every DHA nursing registration, but that isn’t what the written rule says.

So where does that leave an Indian-trained nurse? Here’s the plain answer on DHA nursing registration:

  • No standing OET rule: the nurse chapter of the rulebook doesn't make OET or IELTS (a general English test) a requirement for every applicant.
  • When proof is asked: OET Grade C is the lowest OET grade the rulebook names, next to three other English tests.
  • Who decides your case: Sheryan (DHA's online licensing portal) runs a self-assessment of your file, and your hospital or recruiter may still ask for a test.

DHA Nursing Registration Covers Dubai Only: DOH and MOHAP Are Separate

DHA licenses healthcare professionals and facilities in Dubai only. That matters if you're open to jobs anywhere in the UAE, because a DHA nursing registration is a Dubai license, not a national one. The UAE has three health regulators:

  • DHA: licenses nurses and other professionals for Dubai through the Sheryan portal.
  • DOH (Department of Health, Abu Dhabi): a separate regulator for Abu Dhabi.
  • MOHAP (Ministry of Health and Prevention): also separate from DHA.

All three follow one shared rulebook, the PQR (Unified Healthcare Professional Qualification Requirements). OET says its test is accepted by key healthcare authorities in the UAE but doesn't name them, so if Abu Dhabi is on your list, check the DOH English rule separately.

What DHA's Rulebook Says About OET for Nurses

The PQR mentions English proof for nurses in two places, both for nurses licensed in the 20 listed countries. Section 13.1.15 is the route that waives the experience rule. Section 21.12 is the route that waives the DHA exam, the licensing exam you'll meet in the steps below. Those countries include the UK, the USA, Canada, Australia, and Ireland. India isn't on the list.

Even on those routes, the proof is asked only "if the healthcare professional did not complete the university studies in English or if his/her license is issued by a non-English-speaking country." Outside those routes, the nurse chapter names no standing English test.

Your first real check is the Sheryan self-assessment, which is free and needs no document uploads.

The table below shows how the rule plays out in common DHA nursing registration situations. Read each row as your situation, whether the PQR asks for English proof, and what decides it.

Your situationEnglish proof asked by the PQR?What decides it
Indian-trained nurse applying as Registered NurseNot as a standing rule in the nurse chapterDegree, license, and the Sheryan self-assessment
Nurse licensed in a listed country, using the experience waiverOnly if studies were not in English or the license is from a non-English-speaking countryPQR sections 13.1.15 and 21.12
Waiver-route nurse whose degree was not taught in EnglishYes, OET Grade C or one of three other testsThe PQR English list
Hospital or recruiter asks for a testNot by the PQR; the employer asksThe employer's own hiring rule

What this means for you: for most Indian nurses, the English question in DHA nursing registration is settled by the self-assessment and by the employer, not by a blanket rule.

My insight: Book OET for your DHA nursing registration only if the Sheryan self-assessment or your hospital asks for English proof. If neither does, consider using that money for the DHA exam instead.

OET, IELTS, TOEFL, or Cambridge: Which English Test Works for DHA?

The PQR names four English proofs, and OET is the only one written as a grade rather than a score. TOEFL (an academic English test) and Cambridge Assessment English (the Cambridge English exams, which use their own score scale) are the other two besides OET and IELTS.

OET reports each of its four sub-tests on a scale of 0 to 500, mapped to grades A to E, where Grade B equals 350. The PQR gives no number for Grade C, so a "Grade B 350+" claim isn't the DHA rule.

Read the table as the minimum each test needs under the PQR and who each test tends to suit.

TestMinimum the PQR namesWho it suits
OETNot less than Grade CNurses who want a test built on healthcare tasks
IELTSNot less than 5.0Nurses who already prepared for IELTS
TOEFLNot less than 500 or equivalent (the PQR doesn't say which TOEFL format)Suit you if you already prepared for TOEFL
Cambridge Assessment EnglishNot less than 169Nurses who already hold a Cambridge result

If you're weighing OET and IELTS, the difference is the content, because OET uses healthcare tasks. Choosing between IELTS and TOEFL only matters if you already prepared for one. The OET exam has four sub-tests, and the DHA nursing registration rule only asks for the result.

OET Test for DHA Nurses: Fee, Format, Results, and Validity

Is OET worth paying for? Only if DHA or your hospital asks for it, and then the full test costs about INR 38,824 (AU$587). Here's what you're paying for, and what DHA doesn't say about it.

  • Fee: INR 38,824 (AU$587) covers all four sub-tests.
  • Who can take it: check who can sit OET before you book.
  • Format: you take all four at your first sitting.
  • Results: OET on Computer results come in as little as 48 hours after your last sub-test, and 95% arrive within 6 calendar days.
  • Validity: OET score validity is set by the authority that accepts the result, the PQR names no period, and a "2-year" rule isn't on OET's site. Ask DHA before you pay.
  • Clubbing: clubbing means combining sub-test results from different sittings, and it works only if the regulator accepts it. The PQR doesn't mention it, so ask DHA through Sheryan.
  • Dates: Book early so your result is ready before the rest of your DHA nursing registration file.

DHA Nursing Registration Process Step by Step

DHA's licensing manual (version 1.3, July 2025) runs from a Sheryan account through a document check and the exam to a registration certificate. Here's DHA nursing registration in seven steps:

  1. Start on Sheryan: create your account and run the free self-assessment for DHA nursing registration.
  2. Gather your documents: your nursing degree, a valid license from India or your last country of work, BLS (Basic Life Support) certification, and a Good Standing Certificate (a letter from your licensing body confirming your record is clear) no older than 6 months.
  3. Translate where needed: any document not in English or Arabic must be legally translated and uploaded with the original.
  4. Apply for Primary Source Verification (PSV): this step is a check of your documents directly with the issuers, run by Dataflow (the outside company that handles it for DHA). A new PSV report takes 15 working days from payment.
  5. Book the exam: the CBT (the computer-based DHA exam) is delivered by Prometric (a testing company with exam centers). The Registered Nurse exam has 150 multiple-choice questions, runs 3 hours, and has a pass mark of 50%.
  6. Apply through Get Registered: Get Registered is the DHA service that issues your registration, with about 5 working days of average processing.
  7. Get activated by a hospital: your registration is valid for one year, and a healthcare facility must activate it into a license.

If you've passed the NCLEX-RN, which is a licensing exam for nurses, the PQR counts it as an exam equivalency (a foreign exam accepted in place of the DHA exam) for nurses from the USA, Canada, and Australia.

My insight: Don't wait for your PSV report before you book the exam. DHA lets Dataflow and Prometric run at the same time, and PSV alone takes 15 working days, so starting both together saves you weeks.

DHA Nursing Registration Cost for Indian Nurses

The published costs come down to three items: the OET test if you need it, the DHA exam, and the credentialing fee. The table lists each published cost of DHA nursing registration, rupees first where a conversion applies.

Cost itemAmountWho charges it
OET full test (only if asked)INR 38,824 (AU$587)OET
Registered Nurse DHA exam (CBT)INR 22,675 (USD 240)DHA, delivered by Prometric
Get Registered credentialing feeAED 200, plus Knowledge and Innovation fees at checkoutDHA

OET and exam fees are converted at 1 AUD = INR 66.14 and 1 USD = INR 94.48 as of November 2026 and will shift with the exchange rate, so check the latest rate before you pay your DHA nursing registration fees. The credentialing fee is shown in AED, as DHA lists it.

What this information means for you: if your file needs no English test, your published fees are the exam and the credentialing fee. Budget the cost of living in Dubai for your first months as well.

Registered Nurse or Assistant Nurse: Which DHA Title Fits Your Degree?

The PQR gives the Registered Nurse title to holders of a nursing bachelor's degree, with no experience required, subject to the rules on time away from practice. The "2 years of experience" figure you'll see online isn't in the PQR for Registered Nurses, and OET's July 2024 post on Dubai rules reported that requirement was dropped.

Here's how your training maps to a title before you start DHA nursing registration:

  • BSc Nursing: a full-time degree of at least 3 years points to Registered Nurse; distance or correspondence degrees don't count.
  • Nursing diploma of at least 18 months: points to the Assistant Nurse title.
  • GNM: the PQR doesn't say how an Indian GNM diploma is classed, so run the Sheryan self-assessment before you pay for anything.
  • Time away from nursing: a gap of practice is the time since you last worked as a nurse, and the PQR sets extra conditions once it passes 3 years.
  • Gap of 3 to under 4 years: you need 40 CME/CPD credits (points from approved continuing education courses) and 6 months of training.
  • Gap of 4 to under 5 years: you need 60 credits and 8 months of training; non-UAE nationals generally can't apply after a gap of more than 5 years.

My insight: If you hold GNM rather than a BSc, treat the free self-assessment result as your answer before you spend on OET, the exam, or PSV. A forum post can't tell you how DHA will class your diploma.

How to Prepare for OET if DHA Asks for It

OET grades each of its four sub-tests on its own, so prepare one sub-test at a time, and book only once your DHA nursing registration needs it. Many nurses ask how hard OET is, and the answer depends on which sub-test is your weakest.

What If Something Goes Wrong With Your DHA Registration?

Most problems in DHA nursing registration have an official next step, starting with the Review Eligibility service if the self-assessment says you're not eligible.

  • Self-assessment says not eligible: apply for Review Eligibility, fill in the online form, attach your documents, and pay the fee for a DHA review.
  • PSV stalls on a document: check that every document not in English or Arabic has a legal translation, then raise the issue with DHA through Sheryan.
  • You fail the DHA exam: you get three attempts across the UAE health authorities, and failing the third blocks you from reapplying to DHA for two years, unless a UAE health authority permits a fourth attempt.
  • Starting fresh later: the PQR allows three new attempts if you gain an extra recognized qualification or two years of licensed clinical experience after your last attempt.
  • Gap of practice over 3 years: complete the CME/CPD credits and training listed above.
  • Old Good Standing Certificate: past 6 months, request a fresh one before you apply.
  • Hospital asks for OET anyway: book it, but ask DHA how long it accepts a result before you pay.
  • Who to contact: DHA through the Sheryan portal, your recruiter, or the hospital's HR team.

This is general information, not legal advice; DHA, through its Sheryan portal, is the regulator for DHA nursing registration, so check it before you decide.

3 Takeaways on OET for DHA Nursing Registration

  1. Check before you book: run the free Sheryan self-assessment first, because the PQR doesn't make OET a standing rule for DHA nursing registration.
  2. If English proof is asked, aim for OET Grade C or above: it's the OET level, the PQR names, and the full test costs about INR 38,824.
  3. Run PSV and the exam together: PSV alone takes 15 working days, so start both early in your DHA nursing registration.

Frequently Asked Questions About OET for DHA Nursing Registration

  • Is OET mandatory for DHA nursing registration?

OET is not a standing requirement in the nurse chapter of DHA's April 2025 PQR. English proof, with OET Grade C as one option, sits in two routes for nurses from 20 listed countries: the experience waiver and the exam equivalency. Your Sheryan's self-assessment and your employer decide whether your DHA nursing registration needs a test.

  • What OET grade does DHA accept for nurses?

The PQR names OET "not less than C," which means Grade C or above, as the OET option for DHA nursing registration. It gives no numeric score for Grade C, so ask DHA through Sheryan how it reads results across the four sub-tests.

  • Can I use IELTS instead of OET for DHA?

IELTS is one of the four English proofs the PQR lists, with a minimum score of 5.0. The other two tests, besides OET, are TOEFL at 500 or equivalent and Cambridge Assessment English at 169. Pick the test you've already prepared for, since the PQR lists all four side by side.

  • Is NCLEX valid in Dubai?

An NCLEX pass counts as an exam equivalency under the PQR for nurses from the USA, Canada, and Australia. It replaces the DHA exam only, so you still need your degree, license, Good Standing Certificate, and PSV. It doesn't apply after a gap of practice over 3 years.

  • Does DHA license nurses for all of the UAE?

DHA licenses nurses for Dubai only, while DOH covers Abu Dhabi, and MOHAP is the Ministry of Health and Prevention. All three follow the same PQR, but a DHA nursing registration is a Dubai license.

  • Who is eligible for the DHA exam as a nurse?

Nurses with a nursing bachelor's degree or a diploma of at least 18 months, a valid license, BLS certification, and a Good Standing Certificate that is under 6 months old can move toward the exam. The free Sheryan self-assessment shows whether your profile fits before you book with Prometric.

  • How much does the OET exam cost for DHA registration?

The full OET test costs about INR 38,824 (AU$587). You pay it only if the self-assessment or your employer asks for English proof. The Registered Nurse DHA exam adds INR 22,675 (USD 240), plus the DHA credentialing fee of AED 200.

  • How long does DHA nursing registration take

A new PSV report takes 15 working days from payment, and Get Registered takes about 5 working days on average. Your exam date and how ready your documents are add to that, so there's no fixed total. Running PSV and the exam in parallel saves time on DHA nursing registration.
