Germany is a cost-effective master’s destination for Indian students, and a Band 6.0 allows access to well-ranked public universities with zero tuition. The table below lists IELTS 6 band universities in Germany.

IELTS is not a German government requirement. The national visa authority does not set a fixed IELTS band for student visas. The requirement comes from individual universities and applies only to English-taught programs. Your situation falls into one of three categories:

Situation 1: If you are applying for an English-taught program and your previous degree was not in English:

You will need to provide an IELTS Academic score. TOEFL iBT and PTE Academic are also accepted at most German universities. IELTS General Training is never accepted for degree admissions in Germany.

Situation 2: English-taught program, a previous degree taught in English

A Medium of Instruction (MOI) certificate from your Indian university Registrar’s office can waive IELTS at many public universities. The letter must confirm English was the language of instruction throughout your degree. Some universities require it to be notarised. This waiver is university-specific: confirm it by checking the official admission regulations for each program you are targeting.

Situation 3: German-taught program:

No IELTS required. Instead, you need German language proficiency at TestDaF TDN 4 or DSH-2 level.

IELTS validity note:

Scores are valid for two years from your test date. German universities require your IELTS to be valid on both the application date and the enrollment date. Plan your test timing accordingly.

APS certificate: mandatory and separate from IELTS

One thing many Indian applicants miss until it is too late: the APS certificate and your IELTS score are two completely separate requirements. Getting your IELTS sorted does not mean your application is ready to submit. Every Indian student, regardless of the university, program, or MOI waiver, must go through the APS process to study in Germany. It runs through APS India in New Delhi, takes 4 to 6 weeks, and needs to be in motion well before your application deadline arrives.

dMAT: an extra step for some master’s applicants:

From the Summer Semester 2027 intake, Indian Master’s applicants whose bachelor’s degree is in engineering, commerce, finance, economics, business or management need the dMAT as part of APS. For most public university master’s programs, a 5.5 will not get you through. Public universities treat IELTS as a binary check: meet the stated minimum, or your application is rejected without review. The floor at most public German universities for English-taught master’s is 6.0.

Option 1: Retake IELTS; aim for 6.0

A 0.5 band improvement, which unlocks most universities in this list. Focused preparation in Writing and Speaking, typically the weakest sections for Indian test-takers, usually moves the needle within 2 to 3 months. Option 2: Apply to private universities

Option 3: MOI certificate route

If your bachelor’s degree was fully English-medium, the MOI certificate from your registrar may waive the IELTS requirement at several public universities. Confirm with each university before counting on this option.

TOEFL iBT and PTE Academic are accepted at most German universities as alternatives to IELTS. Duolingo English Test acceptance is growing but is still not universal. Always check the specific program’s official admissions regulations, not just the university’s homepage.

My insight: The APS certificate is the step that derails the most applications from Indian students. German university portals will put your application on hold or reject it if APS is missing. Get your APS submitted at least 6 to 8 weeks before the application deadline, not after you receive your IELTS score. The process is fully digital as of 2026 and costs approximately Rs.18,000 to Rs.22,000 in fees. If the dMAT applies to you, start it before IELTS preparation peaks. It sits in front of APS and can’t run in parallel with it.

Your IELTS score fell short of a per-band requirement:

Some programs state “no band below 6.0” alongside an overall minimum. If you missed only Speaking or Writing by 0.5, use the IELTS One Skill Retake rather than sitting the full test again.

Your APS certificate was delayed:

Contact the admissions office immediately. Some universities allow conditional admission with APS pending. German admissions staff are generally responsive to direct, professional communication. My insight: Most Indian applicants treat all their German university choices as equally reachable, which is a mistake. Split your list into tiers: 1 to 2 reach universities like TU Berlin or Bonn, 2 to 3 solid targets like Duisburg-Essen or Göttingen, and one Fachhochschule as a backup. Spreading across tiers gives you real options; spreading only across subjects does not.

First, band 6.0 is the floor at most German public universities, not a comfortable safe zone. Some programs at these same universities require a 6.5 or a 7.0. Check the Zulassungsordnung for your specific program on the university’s faculty website. The IELTS figure on the homepage is often a general guide and not program-specific. The legally binding number is in that document.

Second, APS preparation, the dMAT where it applies, and IELTS preparation need to run in parallel. Most students focus on IELTS first, only to find out that the APS process takes 6 to 8 weeks. Start the APS process as soon as you decide to apply to Germany. Missing the APS submission window means missing the application deadline entirely.

Third, most public universities charge no tuition, but Baden-Württemberg charges non-EU students €1,500 per semester, and some Bavarian universities charge too. Check the state and program. IELTS 6.0 at the University of Göttingen or Duisburg-Essen means access to a globally ranked research university for an annual admin fee of roughly Rs.32,000 to Rs.87,000 per semester. Run the actual cost numbers before assuming Germany is out of reach financially.
