Masters in Germany for Indian Students 2027-28: Universities, Cost, Visa, and Requirements

Most public universities in Germany charge no tuition for a master’s, but Baden-Württemberg charges non-EU students INR 1.58L (EUR 1,500) a semester, and TUM (the Technical University of Munich) charges more.

You won’t be alone: about 69,000 Indian students in Germany were enrolled in the past winter semester (the October intake), the largest group from any country, says DAAD (the German Academic Exchange Service).

The semester contribution is not tuition: it is a fee every student pays each semester for student services and a transport ticket, INR 7,400 - 45,200 (EUR 70-430). The Karlsruhe Institute of Technology (KIT) is in Baden-Württemberg; TUM sets its rates.

Apply now for winter 2027/28, and the first TUM row applies (your program sets the rate); scholarships and waivers are credited against it.

My insight: Check each program's tuition rule before you pay a single application fee, because a four-semester TUM master's starting in winter 2027/28 costs INR 19.32L to 28.56L in tuition alone, while most public universities charge none.

A four-year bachelor's degree from India is treated as equal to a German bachelor's, says DAAD India, and most universities then judge you on their program rules.

Finished a three-year BCom, BSc, BA, or BCA? A masters in Germany for Indian students can still be open to you. Eligibility means your degree counts; admission means what each program adds, such as grades or a test.

uni-assist (a service that checks foreign documents for many German universities) says your degree must match a German bachelor's of 3, 3.5, or 4 years, by course. Check your university in anabin (the official German database of recognized foreign degrees).

Start with the APS certificate, a document check by APS India that costs INR 18,000 and that the German student visa generally needs. APS India is the Academic Evaluation Center of the German Embassy in New Delhi, and it confirms your Indian documents are genuine.

Every masters in Germany for Indian students starts with this paperwork order:

• APS certificate: The APS certificate does not decide admission or the visa. Documents go by post or courier, with no fixed processing time.
• dMAT: Some applicants need the Digital Master Test (dMAT), which is an aptitude test for selected master's fields from summer semester 2027 (the April intake). The field list is still to be announced; tests are planned for mid-January and mid-March.
• Who is exempt: You are exempt if your APS registration or document shipment was before 29 June 2026; the dMAT exemption rules explain the rest. APS issues the certificate only after your dMAT results are available.
• Entrance tests: The GRE (a general aptitude test), the GMAT (a business-school aptitude test), and GATE (India's Graduate Aptitude Test in Engineering) are asked for only by some programs. TUM Informatics wants GRE or GATE from Indian B.Sc. holders; RWTH Data Science wants the GRE from non-EU applicants.
• GMAT for management: TUM Management and Technology needs a GMAT at the 65th percentile or above for an Indian degree, with no waiver.
• Everyday documents: Transcripts, a module catalog, CV, passport, proof of English, and often a statement of purpose, translated if not in German or English.

My insight: Send your APS documents only when the marks you want counted are final, because APS India asks you not to apply before the relevant academic stage is complete and the INR 18,000 fee is not refunded.

KIT lists IELTS Academic (the university version of IELTS) 6.5, with no section below 5.5, for many English-taught courses, but each program sets its own score.

• English-taught: KIT accepts IELTS Academic 6.5 or TOEFL iBT (the internet-based TOEFL) 90, or a degree taught only in English if your transcript or certificate says so.
• German-taught: DSH2 and TestDaF are German exams for university entry. KIT asks for B1 German at application, then DSH2 or TestDaF 4x4, among others, at enrollment.

You apply for a masters in Germany for Indian students through uni-assist, which charges INR 7,900 (EUR 75) for the first course, or on the university's own portal, or both.

The VPD (preliminary review documentation) is a uni-assist check of your documents that you then use to apply directly to the university; TUM and TU Berlin ask for it. Each extra uni-assist course costs INR 3,200 (EUR 30) per semester. Apply at least eight weeks before the deadline; evaluation takes about four to six weeks.

1. Pick programs and note each one's rules and deadline.
2. Start APS, plus the dMAT if your field is listed.
3. Request the VPD if your university asks for it.
4. Apply on the university's portal, such as TUMonline (TUM's own application portal).
5. Send language proof by the program's date.
6. Accept your offer and start the visa that week.

My insight: Apply to two or three programs in the same semester, because each extra uni-assist course costs INR 3,200 (EUR 30), well under half the first, and one rejection then does not cost you a whole intake.

TUM's Transportation Systems master's adds a student fee of INR 10,200 (EUR 97). TU Berlin charges no tuition for standard master's programs, only a winter 2026/27 semester fee of INR 39,800 (EUR 379.06) with a transport ticket.

My insight: Shortlist by what each program page asks of an Indian applicant before brand, because finding TUM Informatics' GRE or GATE rule after the deadline costs you an intake.

Before you fly, you pay INR 18,000 for APS and INR 7,900 for the visa, and one way to show living money is a blocked account of INR 12.50L. A blocked account (Sperrkonto) is a German bank account where you deposit a year of living funds and can withdraw only INR 1.04L (EUR 992) a month. My insight: Ask the German mission which funding proof you can use before you pay a bank, because the embassy also accepts a sponsor's formal obligation letter from Germany or a German or EU scholarship.

The main intake is the winter semester, with classes from October, and for the programs named above, the windows close between March and August 2027; see the university table above for each exact date.

Count back from your deadline for a masters in Germany for Indian students starting in winter 2027/28: pick programs and send APS documents once final marks are in, well before the earliest window (RWTH's open admission) closes on 1 March.

Summer semester 2027 is small and partly closed: RWTH open admission closed on 1 September 2026, while TUM Informatics closes on 30 November 2026 and KIT on 15 January 2027.

Once you hold an admission letter, you apply for a national visa for studies through the Consular Service Portal. The Consular Service Portal is the German missions' online portal for the questionnaire, documents, and appointment. The visa costs INR 7,900 (EUR 75), which the embassy collects in rupees at that day's exchange rate.

• Documents: Passport, degree and mark sheets, language proof, APS certificate, admission letter, motivation letter, CV, funding proof, and health insurance certificate.
• Money: A blocked account, a sponsor's obligation letter from Germany, or a German or EU scholarship.
• Language: Recognized proof of the study language, at the level your German mission confirms. Duolingo, PTE Pearson, and TOEFL home edition are not recognized for applications in India.
• Fees: Not refunded if the visa is refused, and VFS (the external service provider for appointments) adds a service fee. Submitting documents does not guarantee a visa.

• Missed deadline: RWTH's open-admission summer window closed on 1 September 2026, but restricted admission for summer runs to 15 January 2027.
• Slow APS or dMAT: Send complete documents early; a low dMAT score does not automatically mean APS refusal.
• Short language score: KIT's German-taught route needs DSH2 or TestDaF only at enrollment.
• Visa refused: The INR 7,900 fee is not refunded; read the refusal letter, then contact the German mission.
• Money short: Ask the mission about a sponsor's letter or a German or EU scholarship.
• Conditional admission: Ask the university in writing which condition is missing and by when.
