New Zealand will open applications for a new graduate work visa on 16 November 2026, giving international students who don’t qualify for the existing Post-Study Work Visa (PSWV) six months of open work rights. Immigration New Zealand first announced the policy itself on 12 March 2026, at that stage saying only that the new visa would open “from late 2026.” The specific opening date of 16 November was confirmed in a later update to the same announcement, reported by Business Standard on 10 September 2026.
The New Short-Term Graduate Work Visa
This is a genuinely new visa category, not an extension of an existing one, and it comes with firm limits worth understanding before you plan around it.
- It provides six months of open work rights: you can work for any employer, in any role, without a job offer in hand.
- It is a one-time grant. You cannot extend it, and you’re ineligible if you’ve already held a PSWV or a previous Short-Term Graduate Work Visa.
- You must hold a qualification at NZQCF Level 5, 6 or 7, studied full-time in New Zealand for at least 24 weeks. English-language, foundation and bridging courses don’t count, and neither does a qualification that already makes you eligible for the PSWV.
- You’ll need at least NZD 5,000 in available funds (roughly Rs. 2,76,400 at today’s rate. Exchange rate used: Rs. 55.28 per NZD as of September 2026. Verify the current rate before finalizing your budget.), along with a valid medical certificate and standard character checks.
- Applications must be lodged within three months of your student visa expiring.
- Your partner and children cannot join you on this particular visa. They would need to apply for a visitor visa of their own.

The second, arguably more consequential change also takes effect on 16 November: an NZQCF Level 7 Graduate Diploma, which currently qualifies you for nothing on its own, will now unlock the PSWV, provided you also hold a bachelor's degree from New Zealand or anywhere else, earned in any year. Immigration New Zealand's guidance is explicit that no International Qualification Assessment is required for the overseas bachelor's, though authenticity can still be checked for immigration purposes, a detail also confirmed by The Indian Express.
A few conditions apply to this route:
- The Graduate Diploma must have been studied full-time, for its entire duration, in New Zealand. Cross-crediting or recognition of prior learning doesn't count.
- The PSWV granted this way runs for as long as you spent studying the diploma, capped at one year.
- Unlike the six-month visa, this route does allow you to sponsor a partner and dependent children.
- You can only ever hold one PSWV in your lifetime. If you've had one before, this pathway isn't open to you.
The rest of the PSWV structure stays as it was: a Level 7 bachelor's or higher, studied full-time for 30 or more weeks, still earns three years, and a bachelor's followed directly by an honors year or postgraduate diploma can still combine toward that same three-year cap.
Why This Matters for Indian Students?
This closes a gap that has quietly frustrated a common Indian applicant profile for years: someone who already holds an Indian bachelor's degree and travels to New Zealand for a focused, one-year Graduate Diploma in fields like IT, business, or education. Until now, that diploma alone left you with no post-study work option at all, forcing a choice between enrolling in a further qualification or leaving the country. From 16 November, that same diploma paired with your existing Indian degree opens up a full year of open work rights, with no separate equivalency assessment needed for the Indian qualification. And for anyone whose course falls outside both PSWV routes, the new six-month visa is a real fallback rather than an immediate flight home.
What to Do Now?
If your NZQCF Level 5 to 7 qualification wraps up before 16 November 2026, map your student visa expiry against the three-month application window for both routes now. Neither visa backdates eligibility, so the timing between your course ending and the November opening date matters more than it might seem.
