For most master’s applicants, yes, Humboldt University Berlin fees is free. HU’s MA Social Sciences program page states that no tuition fee is charged, only an administrative fee each semester. Berlin’s state universities follow the same rule: HWR Berlin explains that students in bachelor’s and consecutive master’s programs pay no tuition at Berlin state universities. HWR is a different university, so use it as context, not as HU’s own statement.

Be careful with older numbers. HU's own international student guide listed standard fees of 290.99 euros as of December 2023. Other HU program pages, such as the TransAtlantic Masters page, still quote around 355 euros, which looks out of date: other Berlin state universities list totals of roughly 372 to 380 euros for Winter 2026/27, mainly because the transport ticket component is 226.80 euros. Plan for about 380 euros (Rs.41,800) per semester.

The components come from TU Berlin's published fee schedule for Winter 2026/27, because we could not find HU's own current fee notice. Berlin law sets the administrative fee and the same city-wide ticket price applies, so HU's total should land close to this and to the 380 euros on the Humboldt LLM page, but treat the exact HU figure as indicative until you see it in your admission documents. Over a two-year master's, four payments come to roughly Rs.1.6 to Rs.1.7 lakh.

For the LLM, an initial payment of 2,250 euros (about Rs.2.5 lakh) is due within two weeks of an admission decision, is non-refundable, and counts toward the tuition once you enrol. HU says partial or full tuition waivers may be granted but are not certain until August or September. The TransAtlantic Masters and Euromasters pages are undated or from the 2025 cycle, and their tuition is paid to the partner university, so confirm the current figures with each program office. Dollar and pound conversions use Rs.94 and Rs.128, roughly the mid-market rates of September 2026.

Mission pages worldwide use the same figures, but the visa fee is paid in local currency at the German mission, so check the mission page for India before you pay. The blocked money is not an extra fee, because it funds your monthly living costs. The student health insurance rate comes from Techniker Krankenkasse's 2026 student tariff; other statutory insurers charge similar amounts.
The 992 euros per month (about Rs.1.09 lakh) behind the blocked account is the official benchmark for a student's monthly living costs. For Humboldt University Berlin accommodation, the Studierendenwerk Berlin and private rooms are the main routes.
