Indian students are eligible. The call document names four categories of eligible nationals, and India qualifies under the second one.
The four eligible groups:
- Member states of the Organization of Islamic Cooperation
- Member states of the Non-Aligned Movement
- Small Island Developing States
- Countries sharing cultural, ethnic or historical ties with Azerbaijan
India is a founding member of the Non-Aligned Movement, so no special category or exception is needed.

Academic and language floors:
- Minimum 70 on a 100-point scale, or 7 on a 10-point CGPA scale, in your last completed qualification. For a Class 12 applicant that is a 70 percent aggregate. For a master’s applicant it is your bachelor’s percentage or CGPA.
- English-medium programs: minimum IELTS 5.0 or TOEFL 40 for undergraduate, IELTS 5.5 or TOEFL 50 for postgraduate.
- If your previous education was conducted in English, that can serve as proof instead of a test score.
- Russian, Turkish and Azerbaijani-medium programs require separate proof of proficiency in that language.
- Citizens of Azerbaijan, and anyone whose Azerbaijani citizenship was terminated, are not considered.
- Dual nationals may submit only one application, under the nationality their nominating authority endorses.
Counselor insight: The IELTS 5.0 floor is unusually low and it misleads students. ADA University’s own undergraduate admission page requires IELTS 6.0, TOEFL iBT 75, PTE 50 or Duolingo 105 for direct entry. Clearing the scholarship’s minimum does not mean you clear the university’s minimum, and the grant lets you pick three institutions. How Indian Students Apply for the Azerbaijan Government Scholarship
You cannot apply directly. This is the single most important thing to understand about the Azerbaijan government scholarship, and it is where most Indian applications end before they begin.
The process has two stages, and stage two is locked behind stage one.
Stage 1: Government nomination. You submit your documents to a government authority in your own country, which reviews candidates and nominates a shortlist to Azerbaijan. No nomination means no application.
Stage 2: SIACAS registration. Only nominated candidates register on Azerbaijan’s centralised admission portal, SIACAS at portal.edu.az, and select the Heydar Aliyev International Education Grant channel. You may choose three specialties at three different Azerbaijani institutions.

India has no publicly advertised nomination window run by the Ministry of Education for this program. In practice, the Embassy of the Republic of Azerbaijan in New Delhi is the authority that publishes each year’s call for Indian applicants and is your correct first point of contact.

Format rules that fail Indian files:
- Documents must be in Azerbaijani, Turkish, English or Russian.
- All documents must be notarised.
- Anything in another language needs a notarised English translation.
- Upload format must be PDF.

Over a four-year bachelor’s degree at Azerbaijan State Agricultural University’s published international rate, the grant is worth roughly Rs.27.9 lakh in tuition, stipend and insurance combined, plus four annual round-trip flights.

What NMC rules mean for the General Medicine and Medical Residency tracks
The Azerbaijan government scholarship funds general medicine for 5 to 6 years and medical residency for 2 to 5 years. Funding does not make the degree usable in India. The Foreign Medical Graduate Licentiate Regulations, 2021 decide that, and they require:
- A minimum of 54 months of academic instruction
- A 12-month internship in the same foreign institution
- English as the medium of instruction throughout, including clinical training
- A valid NEET-UG qualification before admission
- FMGE or NExT clearance for registration in India

Should You Apply for the Azerbaijan Government Scholarship? Three Indian Scenarios
If you are a Class 12 student appearing for CBSE boards in March 2027 with a predicted 78 percent aggregate and no IELTS yet: you are eligible on marks and well above the IELTS 5.0 floor once you test. The problem is sequencing. Your nomination file closes in April, before your results. Sit the test between September and December 2026, build the file on Class 11 and pre-board marks, and get a school letter confirming your predicted aggregate. Run this in parallel with other fully funded options after Class 12.
If you are a final-year BTech student graduating in June 2027: the master’s track fits and the age cap is irrelevant to you. Your obstacle is documentary. Your degree certificate will not exist during the nomination window, so the provisional certificate route decides whether you can file at all. Request it from your university’s examination section in advance and confirm it can be notarised. Keep B.Tech scholarship alternatives and GRE-based routes open as your primary plan.
If you are a NEET-qualified aspirant considering the funded General Medicine track: the money is real and substantial, but the compliance check comes before the application, not after selection. Confirm the institution’s instruction period in months, that the internship is in the same institution, and that clinical training is in English.
