Eligibility for Master’s in AI in Germany: The APS Certificate, CGPA, and IELTS Explained for Indian Applicants
Start with the APS; everything else comes after
Most Indian students discover the APS certificate six months into their Germany planning. That is too late. Since 1 November 2022, every Indian applicant must hold an APS certificate before their university application and student visa can move forward. The APS (Akademische Prรผfstelle) is a joint body of the German Embassy and DAAD; it verifies that your Indian academic documents are genuine. No APS means your application sits in a queue, going nowhere.
You apply at aps-india.de. The fee is Rs.18,000; it is non-refundable whether you get the certificate or not. If you have already graduated, your certificate typically arrives in 3-4 weeks. If you are a final-year student still completing your degree, there is a significant chance you will be called for a 20-minute interview, which pushes the timeline to 6-8 weeks. The certificate stays valid for 3 years from the date of issue. Build in at least 3-4 months before your first university deadline, not 3-4 weeks. The full step-by-step breakdown, including how to pay via UPI and what the interview covers, is in the APS certificate for Germany.
What your CGPA needs to look like
For TUM, RWTH, and Tรผbingen, a CGPA of 7.5-8.0/10 is where most successful Indian applicants sit. Below 7.0, those programs become very difficult unless the rest of your profile is unusually strong. Universities of Applied Sciences like THI Ingolstadt and Deggendorf IT are more flexible, 6.5-7.0/10 is workable there, and some have no formal cutoff. One thing most students miss: German programs check your transcript for subject-level credits in mathematics, programming, and algorithms specifically. A 7.5 CGPA from a program light on math may still get rejected. A 7.0 CGPA with strong ML coursework and a well-documented project can sometimes get through.
IELTS and language scores
The standard minimum for English-taught Master's in AI in Germany is IELTS 6.5 overall with no individual band below 6.0. Saarland's DSAI program asks for IELTS 7.0. Tรผbingen's ML program now requires TOEFL 100 from Winter Semester 2026/27 onwards; if your score is lower, that program is off the table for this cycle. For program-by-program IELTS requirements, see IELTS score required for Germany, and for universities that accept a score of 6.0, check IELTS 6 band universities in Germany. If you haven't started IELTS preparation yet, LeapScholar's IELTS coaching has taken over 2 lakh students to 7+ bands. Some programs also accept a Medium of Instruction (MOI) certificate; the full list is at study in Germany without IELTS.
GRE
Most programs do not ask for it. TUM, KIT, THI, and Tรผbingen all skip the GRE. RWTH's Data Science program requires GRE General with Quant above the 75th percentile for non-EU applicants. Saarland DSAI accepts either the GRE General or the Indian GATE score; if you have a GATE score sitting on your shelf, use it there.
Documents Checklist for Master’s in AI in Germany
| Document | What Germany Expects | India-Specific Detail |
|---|---|---|
| APS Certificate | Mandatory before a visa and most applications | Apply at aps-india.de; Rs.18,000 fee; 3-8 weeks depending on interview |
| All Semester Marksheets | Full academic transcript | Every individual semester marksheet, not just a consolidated transcript. Get attested copies. |
| Degree or Provisional Certificate | Proof of completed or near-complete bachelor's degree | If your final degree hasn't arrived yet, your university's provisional certificate works, get it before applying |
| Class 10 and 12 Marksheets | School leaving certificates | Required by APS, your standard CBSE or state board documents |
| Passport | Valid travel document | At least 18 months of validity from your intake date |
| Statement of Purpose (SOP) | 1-2 page motivation letter | Technical and factual, German programs want to know which courses you took, what projects you built, and why this specific program. Not a personal story. See SOP for Germany and SOP format guide |
| Letters of Recommendation (LOR) | 2-3 academic or professional references | Prioritise professors from core CS or AI subjects. Full writing guidance at LOR guide |
| CV or Resume | Academic and professional background | Reverse chronological; include projects, GitHub links, publications, internships |
| IELTS or TOEFL Score Report | English proficiency proof | Score report must be sent directly by the British Council or IDP to the university; self-attested copies are not accepted |
| Blocked Account Confirmation | Sperrkonto confirmation letter | Open online with Expatrio, Fintiba, or Coracle; do this immediately after your admission letter arrives |
| German Language Certificate | A1 or A2 if required by a specific program | Not mandatory for English-taught programs, but A1 from the Goethe Institut helps with daily life and internships |
Counsellor insight: Year after year, Indian applicants submit a two-page SOP to German universities that reads like a US college essay, childhood story, passion statement, and vague career goals. It does not work. German admissions committees want facts: which modules did you study, what did you build, and why does this specific program match your specific interest? One page. Technical. Keep the emotion out of it. SOP for Germany is formatted so that it actually works.
Cost of Master’s in AI in Germany for Indian Families
Tuition and semester fees
This is straightforward at most public universities: the semester contribution is Rs.13,340-31,150 (โฌ150-โฌ350), and that's it for fees. In Baden-Wรผrttemberg, home to KIT and Stuttgart, non-EU students pay an additional Rs.1,33,500 (โฌ1,500) per semester on top.
TUM's AI in Society program charges Rs.3,56,000 (โฌ4,000) per semester for non-EU students, making it meaningfully different from the general public university model. If you want a complete two-year cost picture, including pre-arrival expenses like IELTS fees, visa fees, and flight costs, the cost of MS in Germany guide breaks it all down.
What you actually spend each month, by city
| City | Realistic Monthly Budget (INR) | Notes |
|---|---|---|
| Munich | Rs.1,05,000-1,25,000 | Most expensive German city; TUM is based here |
| Berlin | Rs.85,000-1,00,000 | More affordable; large, established Indian student community |
| Aachen | Rs.75,000-90,000 | Smaller city, noticeably cheaper rent; RWTH is here |
| Saarbrรผcken | Rs.72,000-85,000 | One of Germany's most affordable student cities, Saarland University |
| Tรผbingen | Rs.80,000-95,000 | Small university town; start your housing search immediately after getting admission |
Counselor insight: The Rs.88,344 (โฌ992) the blocked account releases each month is what the German government considers a survival minimum, not a comfortable student budget. In Munich, the gap between what the account releases and what you actually spend is roughly Rs. 15,000โ30,000 per month. Most students close that gap through part-time work; non-EU students can work 120 full days or 240 half-days per year without a separate permit.
Scholarships for Masterโs in AI in Germany That Indian Students Can Get
The table below covers every DAAD scholarship program listed on daad.in that is open to Indian Master's students. All stipend figures are from official DAAD sources.
| Scholarship Name | Best For | Monthly Stipend | Duration | Key Eligibility for Indian Applicants | Typical Application Deadline |
|---|---|---|---|---|---|
| Study Scholarships, Master's for All Academic Disciplines | Any field, including CS, AI, and Data Science | Rs.88,288 (โฌ992) | 10-24 months (full program) | Bachelor's degree completed within 6 years of funding start; confirmed university admission is not required at application | Oct/Nov 2025 for Oct 2026 intake |
| Study Scholarships for STEM Disciplines | Engineering, Computer Science, AI, Data Science, Natural Sciences | Rs.88,288 (โฌ992) | Up to 24 months | Same as above; specifically targets STEM fields from developing countries | Oct/Nov 2025 for Oct 2026 intake |
| Development-Related Postgraduate Courses (EPOS) | Applied/development-focused Master's programs at specific German universities | Rs.83,146 (โฌ934) | 12-40 months | Minimum 2 years of professional work experience; field must align with development-relevant courses on the official EPOS list | Varies by program; typically Aug-Nov of preceding year |
| KOSPIE, Combined Study and Practice for Engineers (IIT students only) | IIT students writing their master's thesis | Rs.88,288 (โฌ992) approx. | Up to 7 months | Must be enrolled at an Indian IIT; project work done at a TU9 university in Germany | Check daad.in |
| DLR-DAAD Research Fellowship | Aeronautics, space, energy, digitalisation | Varies | Up to 9 months (postgrad) | Postgraduate student in a relevant field; joint initiative with the German Aerospace Centre | Rolling |
Counsellor insight: Every year, students tell us they planned to apply for DAAD "after getting admission." That is not how DAAD works; the scholarship application happens months before the university deadline, and you need a study plan rather than a confirmed admission letter. Plan the DAAD timeline separately from the university application timeline.
Month-by-Month Application Calendar for Master’s in AI in Germany for Winter 2026 Intake
This calendar maps to the Indian BTech graduation cycle, where most students finish in May or June. For the full intake picture, including the Summer intake, see Germany intakes and deadlines and winter intake in Germany.
| Month | What You Should Be Doing | Why It Cannot Wait |
|---|---|---|
| January 2026 | Shortlist 5-7 programs; read each official program page carefully | Tรผbingen's 30 April deadline makes this non-negotiable |
| February 2026 | Apply for APS certificate; book IELTS or TOEFL for the earliest available date | APS takes 3-8 weeks; the clock starts only when you apply |
| March 2026 | APS certificate typically arrives; start SOP drafts; request LORs | Give recommenders at least 6 weeks, do not ask them in May |
| April 2026 | Tรผbingen ML deadline: 30 April, submit if applicable | This deadline does not move; submit before the 30th, not on the 30th |
| May 2026 | TUM (31 May), Saarland (15 May), RWTH open programs | Uni-Assist requires 8 weeks lead time; late submission means rejection |
| June 2026 | Submit any remaining applications; track all portals | The IELTS result from a May test typically arrives by now |
| July 2026 | RWTH restricted program deadline (15 July); early admission letters arrive | Open your blocked account the day an admission letter comes in |
| August 2026 | Book a VFS visa appointment the moment your blocked account is confirmed | Visa processing takes 10-12 weeks; every day of delay is a day less buffer |
| September 2026 | Visa arrives; book flight; arrange health insurance; start housing search | Apply to Studierendenwerk housing immediately; waitlists can be months long |
| October 2026 | Arrive in Germany; register at university; activate blocked account | Lectures typically begin in mid-October |
Counsellor insight: If you are reading this article in April 2026, you have already missed Tรผbingen for Winter 2026. TUM's 31 May and RWTH's 15 July deadlines are still reachable, but only if you apply for APS this week, not next month. Use your provisional certificate from your university along with all your semester mark sheets. Your final degree certificate will come 3-6 months after graduation; you do not need to wait for it.
Decision Framework: Which Master’s in AI in Germany Profile Are You?
If you are finishing B.Tech. in CS in May 2026 with a 7.8 CGPA and IELTS 7.0
Your profile is competitive across the board. Apply to TUM and RWTH as your reach programs, Saarland DSAI and THI Ingolstadt as solid matches, and Deggendorf IT as a reliable backup. Submit your APS application immediately. At a 7.8 CGPA, you are unlikely to face an interview, so expect the certificate in 3-4 weeks. For RWTH and Saarland, check whether your GATE score applies; it saves you the time and money of a fresh GRE registration.
If you graduated in 2024 with a 6.8 CGPA and have not taken IELTS yet
TUM, RWTH, and Tรผbingen are out of reach with a 6.8. That is a painful truth worth acknowledging now rather than after three rejections. THI Ingolstadt, Deggendorf IT, and Bonn-Rhein-Sieg University of Applied Sciences all offer strong English-taught AI programs with more flexible entry criteria. Book your IELTS for a May 2026 date right now; you need the result before the June deadlines close. Your two years since graduation count as professional experience if your work has any relevance to tech or data; make sure your SOP addresses it specifically. For a broader shortlist of CS-adjacent programs that might fit your profile, see MS in Computer Science in Germany.
If you have an 8.5 CGPA but no research experience, and TUM is your goal
TUM's programs are research-oriented, and a high CGPA alone does not get you in. Their aptitude assessment weighs your project depth and the quality of your coursework in core areas. If you have developed ML or AI projects documented on GitHub, Kaggle, or in internship reports, prominently feature them in your CV and SOP. If you genuinely have nothing beyond coursework, TUM is a high-risk application this cycle. Apply to Tรผbingen (if you can still meet the April 2026 deadline) and RWTH alongside TUM rather than treating it as your only target.
When Master’s in AI in Germany, Applications Go Wrong
Your APS certificate is taking longer than 8 weeks
Contact the university's international admissions office directly and explain the situation. Some programs will issue a conditional admission while APS is still in progress. Also, consider Dutch and Swedish programs that don't need APS as backup options for the October intake.
Your CGPA is below 6.5
German Universities of Applied Sciences are your realistic path right now. Many have no numerus clausus and look at your full profile, project work, internships, and a clear and specific SOP. If a research university is genuinely what you want, the better move is to take one year, add a certified ML course and a relevant internship, and apply for Winter 2027 with a profile that can actually compete.
Your IELTS is below 6.5
Check the MOI route first; several programs at THI Ingolstadt and Deggendorf IT accept a Medium of Instruction certificate if your entire B.Tech was taught in English. Full list of studies in Germany without IELTS. If your score is 6.0, a focused 6-8 week prep cycle with LeapScholar's IELTS coaching is usually enough to close that gap.
You missed a major deadline
Check whether the program offers a Summer intake (April start). Saarland DSAI, THI Ingolstadt, and some RWTH programs do offer this. Summer intake has fewer scholarship options and smaller cohorts, but it gets you into your Masterโs in AI in Germany without waiting a full year.
Your German student visa was refused
Student visa refusals for Indian applicants are almost always a documentation problem, not a profile problem. Get the written refusal reason from the consulate; it is specific. Fix that exact issue, prepare a complete set of documents, and book a fresh VFS appointment. Do not reapply with the same file.
Conclusion
Three things to take away from this article and act on:
- Apply for your APS certificate this week if October 2026 is your target. Tรผbingen's 30 April deadline has passed for most readers. TUM's 31 May window is still open, barely. Use your provisional certificate and all your semester marksheets. Do not wait for the final degree.
- Put Rs.10,61,729 (โฌ11,904) aside for the blocked account before your visa appointment, and separately budget Rs.85,000-1,05,000 per month for realistic living costs in your chosen city. The blocked account is not your living money upfront; it is yours all along, released monthly. But you need to have it liquid before the visa appointment.
- A 7.5+ CGPA, IELTS 6.5+, and a one-page technical SOP focused on your specific coursework and AI projects gives you a real shot at TUM and RWTH. Apply to a spread of programs across competitive tiers. Banking on one university for a Master's in AI in Germany is a gamble most students cannot afford.
