MA in Italy for Indian Students 2027-28: Universities, Fees & Requirements

Three things drive the decision for most applicants from India:

1. QS-ranked universities with public-university fees. Politecnico di Milano is 87th, Sapienza 111th, and Bologna 123rd in the QS World University Rankings 2027. Even Polimi’s highest fee band for Indian masters students is about Rs. 4.3 lakh (EUR 3,943) a year.
2. English-taught programs without an Italian-language requirement. A masters in Italy in engineering, design, business, or the sciences is widely available in English. The consulate asks for B2-level English, and the Bengaluru consulate also accepts a Medium of Instruction (MOI) declaration.
3. A 12-month job-search permit. After a Laurea Magistrale, graduates can convert their study permit into a one-year permit to look for work in Italy.

Counselor insight: Tuition is rarely what stops Indian families from planning a masters in Italy. The visa funds rule is. From the 2026-27 cycle, consulates ask for at least Rs. 11.1 lakh (EUR 10,179.85) per year, shown through six months of bank statements that match the family's ITR. Start parking funds at least six months before your visa appointment, not after the admission letter arrives.

Italian universities use the word "master" for two different qualifications. Picking the wrong one changes your visa deadline, your PhD options, and how employers read your degree.

For most Indian BTech, BSc, BCom and BA graduates, the Laurea Magistrale is the right search term. When a program page only says "Master" or "Executive Master," check the ECTS count before you apply.

These are the strongest options for a masters in Italy, ranked by the QS World University Rankings 2027:

Polimi entered the global top 100 for the first time in the 2026 edition and climbed to 87th in 2027. In the QS 2026 subject rankings, it is 20th for Engineering & Technology, 7th for Art & Design, and 6th for Architecture.

Bocconi does not appear in the overall QS table because it is a specialized social sciences institution. It is still the strongest pick in Italy if your target career is finance, consulting, or management.

Each program sets its own minimum credits in core subjects, so a BTech in one branch may not qualify for a masters in Italy in another. Read the admission requirements section of the program page before you pay any application fee.

Here is what the first year of a masters in Italy costs at a top public and a top private university:

Polimi's figure is the maximum amount of its fee scale, which is what most Indian masters applicants pay (see the ISEE section below). Bocconi's fee is its published 2026-27 amount for first-year MSc students; the 2027-28 figure had not been published at the time of writing.

The visa minimum is a floor, not a lifestyle budget. In Milan, a private single room costs Rs. 65,400 to Rs. 98,100 (EUR 600 to 900) a month, according to Bocconi's estimate for incoming students. Bologna, Turin, and Padua usually cost less for rent. Students under 27 in Milan can buy a monthly transport pass for Rs. 2,400 (EUR 22).

The ISEE parificato is an income index that an authorized tax centre in Italy (CAF) calculates from your family's Indian income and asset documents. Whether it lowers the fee for your masters in Italy depends entirely on the university.

At Politecnico di Milano, non-EU students admitted to a Laurea Magistrale with a foreign bachelor's degree pay the maximum fee even if they submit an ISEE parificato. The only exception is if they receive a DSU or Polimi scholarship (Polimi fee rules). The University of Bologna, by contrast, grades fees by income and asks international students to submit documentation of foreign income and assets.

ISEE also decides DSU eligibility. For 2026-27, Lombardy set the scholarship access threshold at an ISEE of EUR 26,887.93 (about Rs. 29.3 lakh).

Counselor insight: Before you shortlist, download each university's fee regulation and search for the non-EU masters rule. If it says students with a foreign first degree pay the maximum, budget for the maximum. Treat any ISEE reduction as a bonus.

Most applications for a masters in Italy ask for:

• A recognized bachelor's degree (3 or 4 years) with enough credits in the subjects the program lists
• Transcripts and, for many programs, the syllabus of each subject you studied
• A Statement of Purpose written for the specific program
• Two academic or professional letters of recommendation
• An updated CV (one page is enough for the visa file)
• English proof at B2 level
• CIMEA statements or a Declaration of Value, where the university asks for them
• A valid passport

Design and architecture programs usually need a portfolio. Some business programs, especially at Bocconi, ask for a GRE, GMAT, or their own admission test, so check the test rule on each program page.

Generally yes. The MUR circular accepts a foreign first-cycle degree (EQF level 6) if it allows you to continue to a master's in the country where you earned it, with no "substantial difference." An Indian BA, BSc, or BCom meets that test because it gives access to an Indian master's degree. What can still block you is a subject-credit gap, not the degree length.

There are two separate checks:

• The university sets its own admission rule. Some accept an MOI certificate, while others require IELTS or TOEFL.
• The consulate checks your language level for the visa. The Bengaluru consulate's 2026-27 and 2027-28 checklist asks for a B2 English certificate from recognized bodies (British Council-type institutes, Cambridge, ETS, Pearson, and Trinity) or an equivalent MOI declaration from your previous university.

If you rely on MOI, confirm that both the university and your consulate accept it before you skip IELTS.

For a masters in Italy visa, you need either CIMEA's Statements of Comparability and Verification or a Declaration of Value issued by an Italian diplomatic mission, and only if your university requires one. In both cases, your degree and marksheets must first be attested by your State Higher Education Department and apostilled. The Bengaluru consulate does not accept Sub-divisional Magistrate (SDM) attestation.

Every masters in Italy application from India follows the same eight steps, whichever university you choose:

1. Shortlist Laurea Magistrale programs and check each one's subject-credit requirements.
2. Apply on the university's own portal within its call window.
3. Receive your admission decision from the university.
4. Submit your Universitaly pre-enrollment. You can choose only one course per pre-enrollment for the academic year.
5. Wait for the university to validate it. From 2026-27, each university can validate only up to its reserved non-EU seats plus 20% (MUR procedures on Universitaly). Once that cap is reached, further validations are paused.
6. Prepare your documents: HED attestation, apostille, and CIMEA or a Declaration of Value if required.
7. Book your VFS appointment with your email ID and phone number. The Bengaluru consulate discourages the use of agents. Applicants under the Mumbai consulate must attend a mandatory video interview.
8. Apply for your residence permit (permesso di soggiorno) within 8 days of arriving in Italy, using the application kit available at post offices.

Counselor insight: The new validation cap turns Italy into a first-come system at popular universities. A strong profile that applies in the last call can be at a disadvantage compared to an average profile that applied early. For 2027-28, target the first or second call.

Applications for a masters in Italy starting in 2027 open as early as October 2026, so the 2027-28 cycle is already live.

Italy is not a single-intake country for every program. Polimi runs a February intake for many engineering masters. Most other universities start in September or October. Bocconi states that places in the most sought-after programs and most scholarships are more likely to be allocated in the earlier rounds (Bocconi admissions).

A masters in Italy needs a Type D national visa for "Study University enrollment." Based on the Bengaluru consulate's checklist for 2026-27 and 2027-28, Indian applicants must submit:

• The Universitaly pre-enrollment summary, validated by your university
• A receipt for your enrollment fee payment, visible in your bank statement
• Your degree and transcripts, HED-attested and apostilled (originals plus color copies)
• CIMEA statements or a Declaration of Value, if your university requires them
• Proof of at least Rs. 11.1 lakh (EUR 10,179.85), shown through original six-month bank statements stamped by the branch manager.
• ITR for the last two years and proof of the source of income. A sponsor must be a relative up to the fourth degree
• Education loans, counted only if disbursed and visible in the bank statement
• Schengen-compliant medical insurance valid for at least one year, with no limit on urgent hospital care
• A confirmed one-way ticket reservation, plus funds for the return journey on top of the minimum
• Proof of accommodation for at least the first 30 days
• B2 English certificate or an equivalent MOI declaration

The visa fee is Rs. 5,450 (EUR 50), with VFS service charges on top. Processing takes a minimum of 15 days and a maximum of 90 days. Consulates can also call you for an interview or ask for more documents.

• Delay after a document request: Submit the missing item within the stated window. The 90-day clock does not help you if your file is incomplete.
• Refusal over funds: Consulates check account history and whether the balance matches family income. Sudden large deposits without a paper trail are a common problem, so show the source (FD maturity, property sale deed, or loan sanction and disbursal).
• Name mismatch across documents: Get an attested and apostilled "One and the Same" certificate before you reapply.
• Timing: A refusal frees your validation slot for another applicant at that university. If you reapply, do it well before the 31 October 2027 cut-off, and keep a backup program ready.

Most funding for a masters in Italy comes from four sources:

Two rules are relevant for Indian applicants:

• Being eligible for DSU does not count as visa funds. The MUR circular counts a DSU scholarship toward the Rs. 11.1 lakh only once it has been formally awarded.
• Invest Your Talent has age and degree conditions. The 2026-27 call required applicants to be born on or after 1 January 2000, and it excluded students who were still waiting to graduate.

During your masters in Italy, a student residence permit allows part-time work of up to 20 hours a week, capped at 1,040 hours a year. After graduation, you can convert your study permit into a one-year residence permit while awaiting employment. You must first register on the jobseekers' list at the local Centro per l'Impiego (Job Centre). Once you have an offer, you can change it to a work permit during that year. On outcomes, Polimi reports that 99% of its Italian MSc graduates from 2024 were efound employmentear after graduating. That figure covers Italian graduates, not international students. For Indian graduates, B1 to B2 Italian widens the job market beyond multinationals, so start language classes in your first semester.

Counselor insight: Treat the 12-month permit as a deadline, not a cushion. Students who line up a thesis with an Italian company or a curricular internship in their second year convert to a work permit much faster than those who start job hunting after graduation.
