The University of Helsinki edges ahead of Aalto this year, and both remain the two most recognizable names on any Indian student's shortlist of the best universities in Finland. Beyond the QS list, University of Applied Sciences (UAS) institutions such as Metropolia, Haaga-Helia, and Laurea are worth a look if you want a more practice-oriented, lower-fee route, especially for a bachelor's degree.

Here's what each of Finland's best universities is known for, so you don't choose based on rank alone.

Aalto University: Formed in 2010 from a merger of three institutions, Aalto is Finland's strongest name for engineering, computer science, design, and business. Its Master of Science in Software Engineering and MBA are the two most-searched programs among Indian applicants.

University of Helsinki: The oldest and largest university in Finland, and consistently placed in the world's top 1% by research output. Strong across medicine, computer science, law, and the social sciences, with a large international student body.

University of Oulu: Northern Finland's technology and natural sciences hub, known for wireless communications and architecture, and considerably cheaper to live in than Helsinki.

University of Turku: A research-heavy multidisciplinary university with strengths in biotechnology, IT, and business, based in Finland's former capital.

LUT University: Focused on technology and economics, with a strong industry-collaboration culture in mechanical engineering, sustainable energy, and computational engineering.

Tampere University: A large, merged research university strong in technology, health sciences, and social sciences, in one of Finland's most affordable student cities.

University of Jyväskylä: Known nationally for teacher training and education research, with growing programs in sports and health sciences.

How much of the catalogue is actually in English? Finland's 13 universities and 22 universities of applied sciences together run 600+ English-taught bachelor's and master's programs nationally, and that number is genuinely growing. But it's still a slice, not the whole catalogue: at bachelor's level, most traditional universities (Aalto and Helsinki included) offer only a handful of English-medium degrees, mainly in business, engineering, and international studies, while the bulk of bachelor's-level teaching, especially in humanities, law, and general sciences, runs in Finnish or Swedish. Master's programs have far broader English coverage across almost every field. If a bachelor's program's website doesn't explicitly say "taught in English," assume it isn't and confirm directly with the department.

Counselor insight: Don't pick a university purely on its overall specialization list. Email the specific program's coordinator to ask about the ratio of international to domestic students in your intended course; a program that looks broad on the website can still run almost entirely in Finnish once you're past the intro modules.

EU/EEA and Swiss citizens pay no tuition at Finnish universities. Non-EU students, including Indians, pay tuition for English-taught bachelor's and master's programs; doctoral programs remain free for everyone.

These five universities set fees per program rather than a single university-wide figure, so treat this as a planning range and confirm the exact number on the program page before you budget.

On top of tuition, budget for a compulsory student union fee (roughly €40-80 a year) and a mandatory student healthcare fee (around €36 a semester). Neither is large, but both trip up first-time applicants who only budget for tuition and rent.

Counselor insight: If a program quotes a fee at the lower end of its range, ask the admissions office whether that's the full fee or the rate after an automatic merit scholarship. Universities don't always make the distinction obvious on the program page.

Since January 2025, every non-EU/EEA applicant, including Indian students, pays a one-time national application fee of €100 (about Rs. 11,000) through Studyinfo.fi, Finland's central application portal. It's collected once per academic term you're applying for, doesn't guarantee admission, and can't be waived. Doctoral applications and Erasmus Mundus programs are exempt. The fee has been in effect for over a year now, but plenty of guides to the best universities in Finland still don't mention it, so factor it into your application budget alongside test fees and document attestation costs.

• A higher secondary school certificate that qualifies you for higher education in your home country.
• English proficiency: IELTS 6.0-6.5 or TOEFL iBT 78-92 (varies by university and program).
• Some technology and business programs at Aalto accept SAT scores instead of an entrance exam.

• A relevant bachelor's degree from a recognized university.
• English proficiency: IELTS 6.5 or TOEFL iBT 90-92 for most research universities.
• Letters of recommendation and, for some programs, a statement of purpose or portfolio.

Requirements vary by program, so always cross-check the exact cutoff on the university's own admissions page before you apply.

Finland Scholarship: A national scholarship for non-EU/EEA students starting a master's degree, funded by Finnish universities and the Ministry of Education and Culture. It typically combines a tuition fee waiver of at least 50% with a Rs. 5.5 lakh (€5,000) grant toward relocation and living costs in the first year. Aalto, Helsinki, Oulu, Turku, Jyväskylä, and University of Eastern Finland all participate.

University excellence scholarships: Most research universities, including Aalto and Helsinki, offer their own 50-100% tuition waivers to high-merit non-EU applicants at the point of admission, separate from the national Finland Scholarship. At Helsinki, a full scholarship can also include a living-cost grant on top of the tuition waiver.

EDUFI Fellowship: Funds doctoral and post-doctoral research stays at Finnish universities with a monthly grant; since Finnish PhDs are already tuition-free for all nationalities, this fellowship mainly covers living costs.

Monthly living costs vary sharply by city. Helsinki and Espoo, home to the country's top two universities, sit at the expensive end; Tampere, Turku, Oulu, and Jyväskylä are noticeably cheaper.

Indian students need a residence permit for studies (not a separate "visa") for stays longer than 90 days. Two important changes took effect on 1 January 2026, and most existing guides to the best universities in Finland still don't reflect them:

• Processing fee increase: The online application fee for a first residence permit for studies rose from €450 to €600 (about Rs. 66,000) on 1 January 2026, per Migri's official fee announcement. A paper application now costs €750 (about Rs. 82,500) instead of €550.
• Proof of funds: You need at least €800 a month (about Rs. 88,000) at your disposal, or €9,600 (about Rs. 10.56 lakh) in your account for the first year, on top of any unpaid tuition. This money must be in your bank account when you submit the application; scholarship or sponsorship letters count as proof.

• Letter of acceptance from a recognized Finnish university.
• Valid passport with at least six months left beyond your intended stay.
• You must also provide proof of funds as mentioned above.
• Health insurance covering at least €120,000 for stays under 2 years, or €40,000 for stays of 2 years or more.

Processing for a first student permit generally takes 30 days for most applications submitted in spring and summer, though the timeframe can stretch to around 90 days for cases needing extra checks, and July to September is the busiest period because of the autumn intake.

Counselor insight: Apply for your residence permit the moment you accept your offer, not after you've arranged your flight. Even a smooth, complete application can take a month, and the embassy identity-verification appointment is a separate step you'll need to book in advance.

Most of the best universities in Finland run two main intakes:

Master's programs are largely covered by a joint application round on Studyinfo.fi in December-January for autumn entry, where you can apply to up to six programs on one form and pay the €100 fee only once. Bachelor's applications for English-taught programs typically follow in January. A handful of programs and universities of applied sciences run separate rolling admissions outside these windows, so always check the specific program page for its deadline.

International students on a study residence permit can work up to 30 hours a week during term time, with no cap during university holidays. Part-time wages in retail, hospitality, and campus jobs typically run Rs. 900 - Rs. 1,290 an hour (€8-11).

Once you graduate, Finland grants a 2-year residence permit to seek employment or start a business, a genuine improvement on the 1-year window many guides still quote.
