There are three realistic routes into Singapore higher education from India:

How to Apply for a Singapore Student Pass?
Singapore does not issue a student visa. What you need is a Student Pass, issued by the Immigration and Checkpoints Authority (ICA) and applied for through the SOLAR+ (Student's Pass Online Application and Registration Plus) system.
- Wait for your Letter of Offer (LOA) from your university.
- Your university registers your details in SOLAR and sends you a login link.
- Log in, fill out e-Form 16, and upload your supporting documents.
- Pay the application processing fee of SGD 30 (Rs. 2,213) online. Upon approval, an additional SGD 60 (Rs. 4,425) is charged for the Student Pass issuance, plus SGD 30 (Rs. 2,213) for the multiple-entry visa required for Indian nationals. Total: SGD 120 (Rs. 8,850).
- Get your In-Principle Approval (IPA) letter, which usually takes 4 to 8 weeks.
- Go to ICA within two weeks of your arrival in Singapore to register your biometric data.
