Germany has become the largest single destination for Indian students in Europe, with 59,419 Indian students enrolled at German universities in the 2024/25 winter semester, the largest international student group in the country, according to DAAD’s own official India Country Report. Over the same period, the US State Department’s Monthly Nonimmigrant Visa Issuance Statistics show a sharp decline in F-1 student visas issued to Indian nationals through 2025, with monthly issuance data pointing to some of the steepest year-over-year drops among all source countries.

Public universities in most of Germany's 16 federal states charge no tuition, and the European Commission's official Study in Europe portal confirms this applies to bachelor's and most master's courses alike. The one exception is Baden-Württemberg, which charges non-EU students around Rs.1,66,305 (€1,500) per semester.

Graduates from a German university can also apply for an 18-month residence permit to search for a job, under Section 20 of Germany's Residence Act, explained on the federal government's Make it in Germany portal. During this period, graduates can take up any type of employment while they search for a role in their field.
Why Is the US Losing Ground?
The US remains attractive for its universities and salary potential, but its post-study route has grown less certain, and 2025 visa issuance data reflects that. Beyond the H-1B lottery figures above, the State Department's own published monthly issuance reports show F-1 issuances to Indian nationals falling sharply through the 2025 admissions cycle compared with the same months in 2024. Graduates already in the US can still use OPT, including the STEM extension, or pursue routes like the L-1 or O-1, but both the entry visa and the post-study lottery have tightened in the same year.
Traditional destinations are tightening elsewhere too
- UK: The Graduate visa is being cut from 2 years to 18 months for bachelor's and master's graduates who apply on or after 1 January 2027. Applicants who apply by 31 December 2026 still get the full 2 years, confirmed directly on gov.uk's Student visa page.
- Canada: IRCC's own cap allocation notice confirms a 35% reduction target for new study permits in 2024, with a national study permit approval rate of approximately 60% across all source countries. IRCC's 2025 allocation notice confirms a further 10% cut for 2025, capping issuance at 437,000 permits nationally.
- Australia: The official Study Australia government portal confirms the Subclass 500 student visa fee now stands at AU$2,500 (Rs.1,71,575) as of 1 July 2026, up from AU$710 before July 2024. The same portal confirms the financial capacity requirement of AU$29,710 a year (Rs.20,38,997).

Why It Matters for Indian Students
The official data across five countries points the same way. Germany's enrolment numbers are climbing while its costs stay low, the UK's post-study visa is shrinking, Canada's national approval rate sits near 60%, Australia's visa fee alone has more than tripled since 2024, and the US combines a tightening H-1B lottery with a documented drop in F-1 issuances in the same year. For a master's applicant comparing total cost and post-study certainty, Germany's near-zero tuition plus 18-month job-search window is now a materially stronger position than it was even two years ago.
What Industry Data Adds (With a Clear Caveat)
upGrad's Transnational Education Report 2026, a private industry survey of its own learner base and not an official or independently verifiable dataset, reports that 49% of its respondents cited better job opportunities as their main reason for studying abroad, ahead of quality of education (24%), permanent residency (15%), and lifestyle (11%). It also reports that Germany accounted for 51% of its own platform's enrolments between January 2025 and June 2026, against 21% for the US. These figures describe upGrad's own applicant pool, not the Indian student market as a whole, and are included here only as directional industry context, not as the basis for this article's headline claim.
What to Do Now
Germany introduced the dMAT test in June 2026, which becomes mandatory from Summer 2027 for Indian applicants to Engineering, Commerce, and Business programmes.
