Introduction:
Norway requires Indian students to apply for a residence permit for studies, commonly called a study permit, from the Norwegian Directorate of Immigration (UDI) before arriving. This is not a Schengen tourist visa. Student Visa for Norway is a long-stay residence permit that covers the full duration of your program, lets you work part-time, and must be obtained before you board your flight.

The Student Visa for Norway is formally a residence permit for studies, issued by the Norwegian Directorate of Immigration (UDI). It is not a stamp in your passport like a short-stay Schengen visa. It is a residence permit that entitles you to live in Norway, study full-time, and work part-time, all under one document.
Indian students need this permit for any program lasting more than 90 days. Once UDI approves it, a short-entry visa is automatically added to your passport, valid for 7 days, so you can travel to Norway. After arriving, you must visit the local police station within 7 days to collect your physical residence card.
The permit is typically issued for the duration of your program but renewed annually. Renewal requires proof that you are making satisfactory academic progress and still have enough funds. If you stop making progress, meaning you fail too many courses or drop below full-time status, UDI can cancel the permit.

Eligibility Criteria for Student Visa for Norway: 2026
You cannot apply for the Student Visa for Norway until you have a confirmed admission offer from a NOKUT-accredited Norwegian institution. Everything else in the application depends on that letter.
Academic eligibility for Indian students:
For master's programs: You need a completed bachelor's degree of at least three years from a recognized institution. Most Norwegian universities accept degrees from Indian universities accredited by the UGC or AICTE. IELTS 6.0 to 6.5 (or equivalent TOEFL) is required by most master's programs in English.
For bachelor's programs: This is where many Indian students are surprised. A CBSE or ISC Class 12 certificate alone is not sufficient for direct admission to a Norwegian bachelor's program. According to the GSU list maintained by the Norwegian Agency for Quality Assurance in Education, Indian students must have completed at least one year of university-level study after 12th grade to meet the general university entrance requirement. If you are a fresh Class 12 graduate, you will need to complete one year of a degree program in India first.
For PhD programs: PhD positions in Norway are fully funded employment contracts, not student enrolments. PhD candidates receive a salary (typically NOK 490,000 to 530,000 per year, approximately INR 39 to 42 lakhs) and are exempt from tuition fees. The study permit requirements are slightly different; check directly with UDI.
Language requirements:
IELTS or TOEFL is required by universities for English-taught program admission; it is not a UDI requirement for the Student Visa for Norway itself. The Norwegian Embassy in New Delhi does not ask for IELTS separately. If your admission letter confirms English-medium instruction throughout your previous degree (as many Indian university transcripts do), some universities may waive the test. Check your specific program requirements before sitting the exam.

Documents Required for Student Visa for Norway
All applications begin online via the UDI Application Portal, but the physical submission, including biometrics, is done at a VFS Global Visa Application Centre in India. You can find VFS Global centers in New Delhi, Mumbai, Bengaluru, Chennai, Kolkata, Hyderabad, and Ahmedabad that handle Norwegian applications.
The Embassy of Norway in New Delhi makes the final approval decision. VFS Global only collects documents and biometrics on the embassy's behalf.
The table below lists the standard documents required, with India-specific notes in the third column.
| Document | Details | India-specific note |
|---|---|---|
| Valid passport | At least 6 months' validity beyond your intended stay | Tatkal passports are accepted if the validity meets the requirements |
| UDI application reference number | Generated after completing the online form at udi.no | Pay NOK 5,400 online first, and you will need the payment confirmation |
| Admission letter | Unconditional offer from a NOKUT-accredited institution | Must specify: full-time status, program duration, start date |
| Proof of tuition payment or exemption | Payment receipt OR university confirmation of exemption | Tuition must be paid before the VFS appointment in most cases |
| Proof of funds | NOK 166,859 (approximately INR 13.3 lakhs) for one academic year | Deposited into the university's designated escrow account, see the financial section below |
| University escrow/deposit account confirmation | A letter from the university confirming that the funds have been received | Contact your university's international office after transferring funds |
| Proof of accommodation | University housing confirmation or private rental agreement | University student housing confirmation is the easiest to obtain |
| Academic marksheets and certificates | Class 10, Class 12, undergraduate transcripts, and degree certificate | If the final degree is not yet issued, a provisional certificate with the university seal is accepted |
| Passport-sized photographs | Two recent photos, white background, Schengen visa photo specifications | Standard Indian passport photo sizes may not comply; confirm Schengen specs |
| Return ticket or proof of intent to return | Evidence that you will leave when the permit expires | A one-way ticket is not sufficient; carry onward/return booking confirmation |
| Completed and signed the UDI document checklist | Printed from udi.no, signed by the applicant | Download the checklist from UDI and submit it physically at the VFS center. |
Indian students do not need health insurance for the Student Visa for Norway application (Norwegian students are covered by the public health system), a medical test, or a restricted bank account. IELTS is not required by UDI, only by the university for admission.
Counselor insight: The document that most commonly causes delays for Indian students at the VFS stage is the proof of funds, specifically, the escrow account confirmation from the university. This is because transferring INR 13+ lakhs internationally, receiving a bank reference number from the Norwegian institution, and getting the confirmation letter back can take 10 to 15 working days. Do not assume this can be done in a week. Start the fund transfer as soon as your admission is confirmed, well before your VFS appointment.
Financial Requirements for Student Visa for Norway
This is the section most families spend the most time on, and it is also where figures online vary the most. Use only what the UDI states.
According to the UDI's study permit page and confirmed by the Study in Norway official portal, the minimum living cost requirement for 2025-26 is NOK 166,859 per year (NOK 15,169 per month). This is purely for living expenses; it does not cover tuition.
Exchange rate used (approximate March 2026 rate): 1 NOK = INR 9.61. Verify the current rate before finalizing your budget.
How to deposit the funds from India:
Indian students cannot open a Norwegian bank account before arriving. Instead, your university will provide a designated deposit account into which you transfer the required amount from India. Once the transfer clears, the university sends you a confirmation letter. You then submit this letter with your Student Visa for Norway application as proof of funds. Contact your university's international student office immediately after accepting your offer to initiate this process.
Tuition fees, what has changed and what to expect:
Before 2023, Norwegian public universities were free for all international students. From autumn 2023, the Norwegian government introduced tuition fees for non-EU/EEA students. In June 2025, the Norwegian government announced it would remove the mandatory full-cost requirement and allow individual universities to set their own fees. This change is expected to come into effect from August 2026, subject to parliamentary approval.
For the 2025-26 academic year, the fees that currently apply are set by each university independently. The table below shows the current range across programs.
| Program level | Typical tuition (NOK, per year) | Typical tuition (INR, approx.) | Living cost (NOK) | Living cost (INR, approx.) | Total annual budget (INR, approx.) |
|---|---|---|---|---|---|
| Bachelor's | NOK 85,000 to 130,000 | Rs.6.8L to 10.4L | NOK 166,859 | Rs. 13.3L | Rs.20L to 24L |
| Master's | NOK 85,000 to 160,000 | Rs.6.8L to 12.8L | NOK 166,859 | Rs. 13.3L | Rs.20L to 26L |
| PhD | Tuition-free (salaried position) | Rs. 0 | NOK 166,859 | Rs. 13.3L | Rs. 13.3L (funded by salary) |
| Exchange student | Tuition-free | Rs. .0 | NOK 75,845 (one semester) | Rs. 6.1L | Rs. 6.1L+ |
Important for 2026-27 applicants: The Norwegian government's June 2025 proposal, once passed into law, means individual universities will have full discretion over fee levels from August 2026. Some universities may lower fees significantly; others may keep them where they are. Check directly with your university before making any financial plan for the 2026-27 intake.

Step-by-Step Application Process for Student Visa for Norway
Here is the correct sequence for Student Visa for Norway. Do not skip steps or try to do them out of order.
Step 1: Secure your admission letter. Apply to NOKUT-accredited Norwegian universities between December and March for the autumn intake (August start). Admission decisions typically arrive between April and June.
Step 2: Pay your tuition fee (or obtain an exemption letter). Once you accept your offer, your university will invoice you for tuition. Pay this before your VFS appointment. If you are exempt (for example, because you are a PhD student, an exchange student, or have a specific scholarship), get a written confirmation of your exemption from the university.
Step 3: Move money to the university's escrow account. Get in touch with your university's international office and start the SWIFT transfer of NOK 166,859 (about INR 13.3 lakhs) to their deposit account. Once the transfer goes through, ask for the letter of confirmation in writing.
Step 4: Sign up for your application on the UDI site. Go to udi.no, make an account, and fill out the online application for a study permit. Make the Embassy of Norway in New Delhi the receiving embassy. Pay the application fee of NOK 5,400 (about INR43,000) with a Visa or Mastercard. Keep the receipt for the payment.
Step 5: Make an appointment with VFS Global. Make an appointment at your nearest VFS Global center as soon as possible. Get all of your physical papers. At this appointment, fingerprints and a photo will be taken as biometrics.
Step 6: Wait for UDI to make a choice. The Embassy of Norway in New Delhi looks over the file and sends it to UDI. It usually takes 8 to 10 weeks to process. The UDI posts expected processing times on its website. The UDI wants to decide before your fall term starts if you applied by July 1.
Step 7: Collect your residence card after arrival. Once approved, you receive a permit sticker in your passport. Travel to Norway within the validity of the entry Student Visa for Norway (usually 7 days). Visit your local Norwegian police station within 7 days of arrival to register and have your residence card issued. Pre-book this appointment through the same UDI Application Portal.
Application fee note: NOK 5,400 is the standard fee (approximately INR 43,000). VFS Global charges an additional service fee on top of this. This fee is non-refundable. Pay only by Visa or Mastercard through the UDI portal; no other payment method is accepted online.

Work Rights and Post-Study Options on a Norway Study Permit
While studying, Indian students with an approved study permit may work up to 20 hours per week during term time and full-time during official university holidays. This right is automatically included in the study permit; no separate work permit is needed. Minimum wage in Norway is regulated by sector, but most student jobs pay well above INR1,000 per hour. Part-time work can help offset living costs significantly over a two-year master's program.
Bringing family: Your spouse or partner and children can usually apply to join you in Norway. However, the UDI has clearly stated it does not have the capacity to process family applications simultaneously with the student's application, so submit your own application first. Family members apply separately for family reunification permits.
After graduation: After completing your degree, you can apply for a Norway job seeker visa, which allows you to stay in Norway for up to 12 months to find employment in your field. It is not renewable. To transition to a skilled worker permit, you need a full-time job offer at a salary meeting the Norwegian minimum threshold.
Counselor insight: The job seeker visa application must be submitted before your student permit expires, not after. Several students miss this and have to leave Norway and reapply from India. Set a calendar reminder for one month before your final permit expires and begin the job seeker application at that point.
Student Visa for Norway: Rejection and Common Problems
If your application is rejected:
Student Visa for Norway rejection rate for Indian applicants was 9.74% in 2024, according to GyanDhan's analysis, the highest among European countries popular with Indian students. The most common reasons are insufficient or incorrectly documented proof of funds, incomplete VFS submission (missing one document from the checklist), and weak ties to the home country (the UDI needs to believe you will return to India when the program ends). You can request the specific refusal reasons from the Embassy of Norway in New Delhi in writing. You can reapply with the right paperwork once you know why. You don't have to wait a certain amount of time before you can reapply.
If you miss the July 1 application deadline:
Your application will still be processed by UDI, but they can't promise that you'll get an answer before your program starts in August. If your permit is still pending when classes start, get in touch with your university's international office. Most Norwegian universities have plans in place for students who are waiting for permit decisions and will let them enroll conditionally. If you don't have a valid permit, don't go to Norway.
If your final marksheet or degree certificate is delayed:
Norwegian embassies accept a provisional degree certificate or provisional marksheet issued by your Indian university, provided it carries the university seal and registrar's signature. In most cases, an official letter from your university saying that you have met all the requirements for your degree is also acceptable. Don't wait for the final consolidated marksheet if it will make your application for Student Visa for Norway late.
If your bank transfer to the university escrow account is delayed:
International SWIFT transfers from Indian banks to Norwegian banks can take anywhere from 5 to 15 business days. Some banks need extra paperwork for big outgoing transfers, like a source of funds declaration and a purpose of remittance. Initiate the transfer as soon as you accept your offer. If the transfer is stuck, call your bank's forex department directly instead of the general helpline. Use the university reference number as the purpose code to move it up the chain. The RBI's Liberalised Remittance Scheme (LRS) lets Indian citizens send up to USD 250,000 per year, which is more than enough to cover the study permit requirement.
Conclusion: Three Things Indian Students Should Do Right Now
1. Apply for the study permit immediately after receiving your admission letter, targeting completion before July 1.
Processing takes 8 to 10 weeks. If you receive your admission letter in May, you have a narrow window to pay tuition, transfer funds to the escrow account, complete the UDI online form, and book your VFS appointment, all before July 1. Every week of delay after May increases the risk of not having a decision before your August start. Print the UDI checklist on the day you receive your offer letter and start collecting documents that same week.
2. Transfer the escrow funds, INR13.3 lakhs, before anything else in the process.
The single biggest source of delay for Indian students is not completing this step in time. The fund transfer involves international SWIFT, a Norwegian bank account clearing, and a confirmation letter from the university, a process that regularly takes 10 to 15 working days. Initiate this immediately after you accept your offer. If your savings are short, get your education loan sanction letter issued before initiating the transfer, and confirm with your university that a loan sanction letter satisfies their deposit requirement.
3. Check your specific university's tuition fee for 2026-27 before making any financial commitment.
Norwegian fee levels are in active transition following the June 2025 government proposal. If you are planning for the autumn 2026 intake, do not use the 2025-26 fee data to plan your budget. Fees may decrease significantly at some universities. Contact the international admissions office of every institution you are applying to and ask directly for their confirmed 2026-27 fee schedule before you transfer any funds.

Frequently Asked Questions about the Student Visa for Norway
-
Is the Norwegian student visa the same as a study permit?
They refer to the same document. Norway does not issue a separate study visa; what you apply for is a residence permit for studies, commonly called a study permit. This is issued by the Norwegian Directorate of Immigration (UDI) and allows you to live in Norway, enroll in a full-time program, and work part-time. When UDI approves it, an entry visa is automatically added to your passport, valid for 7 days.
-
How much money do I need to show for the Norway student visa from India?
For the 2025-26 academic year, UDI requires proof of NOK 166,859 (approximately INR 13.3 lakhs at INR 8 per NOK) to cover one year of living costs. This is separate from tuition fees, which must also be demonstrated or paid before applying. The funds must be in your university's designated deposit account or a Norwegian bank account in your name.
-
What documents does an Indian student need for the Norwegian student visa?
The core documents are a completed UDI online application with payment confirmation (NOK 5,400 fee); an admission letter from a NOKUT-accredited institution; proof of tuition payment or exemption; university escrow deposit confirmation for the living cost amount; academic marksheets and degree certificate (or provisional certificate with university seal); proof of accommodation; passport-sized photographs; a completed UDI document checklist; and a return ticket or evidence of intent to return to India.
-
Is IELTS required for the Norway student visa from India?
IELTS is not required by UDI for the Student Visa for Norway application. It is required by Norwegian universities for admission to English-taught programs. Most master's programs ask for IELTS 6.0 to 6.5. If your previous degree was fully taught in English and your university can confirm this, some Norwegian institutions may waive the requirement. Check your specific program's admission requirements, not UDI's visa requirements.
-
How long does the Norway student visa take to process?
Processing typically takes 8 to 10 weeks from the date of your VFS Global appointment. The UDI updates expected waiting times on its website regularly. If you submit your application before July 1, UDI aims to process your file before the autumn term starts in August. Apply as early as possible after receiving your admission letter; do not wait until July.
-
Can I work while studying in Norway on a student permit?
Yes. Your study permit automatically includes permission to work up to 20 hours per week during the semester and full-time during official university holidays. You do not need a separate work permit. This right is limited to your permit validity period. If your permit expires and you are waiting for renewal, you cannot legally work until the new permit is issued.
-
What happens if my Norway student visa is rejected?
You can request the specific reasons for rejection from the Embassy of Norway in New Delhi. The most common reasons are insufficient financial documentation, an incomplete VFS submission, or a weak demonstration of ties to India. Once you know the reason, you can address it and reapply; there is no mandatory cooling-off period. Ensure your reapplication includes everything the previous one was missing.
-
Can I bring my family to Norway on a student visa?
Your spouse or partner and children can apply for family reunification permits to join you. However, UDI currently cannot process family applications at the same time as your study permit application. Your family must apply separately after your permit is granted. Family members may be able to work in Norway once their permits are approved.
-
Are Norwegian universities free for Indian students in 2025-26?
No. In the fall of 2023, Norway started charging non-EU/EEA students tuition. Most public universities will charge between NOK 85,000 and NOK 160,000 per year (about INR 6.8 to 12.8 lakhs) for the years 2025–26. In June 2025, the Norwegian government suggested that universities be able to set their own fees starting in August 2026. This could mean that some schools will have lower fees. Before you apply, make sure to look at your university's fee page.
-
What should I do after arriving in Norway on a student permit?
You must go to your local Norwegian police station within seven days of arriving to register and pick up your physical residence card. Before you go, make sure to book this appointment online through the UDI Application Portal. Bring your passport, letter of admission, proof of funds, and proof of where you'll be staying.
