What the Eiffel Excellence Scholarship Pays, and What It Does Not

The award splits cleanly into cash and services. Campus France confirms the following amounts, effective January 2026.

Two details Indian applicants misread often:

• The travel and insurance components are services, not cash. Campus France arranges and pays them directly. You will not see that money in your account.
• The doctoral rate rose far more than the Master’s rate. The 2025 cohort received €1,181 at Master’s level and €1,800 at doctoral level. Master’s moved up by €19. Doctoral moved up by €300, a jump of about 17%.

Counsellor insight: Run the Master’s number against the French floor before you celebrate. As of 1 June 2026, the French net minimum wage is €1,477.93 per month, per service-public.gouv.fr. Your Eiffel Master’s allowance of €1,200 is about 81% of that. In Lyon, Toulouse or Rennes it funds a modest student life comfortably. In Paris it does not, once rent clears €800. The doctoral rate of €2,100 sits above the French gross minimum wage of €1,867.02, which is why PhD laureates rarely report a budget problem and Master’s laureates in Paris frequently do. Does the Eiffel Excellence Scholarship Cover Tuition Fees in 2026-27?

The scholarship itself does not. But holding it triggers a separate exemption that does, and the rules changed this year in a way that raises the award’s real value considerably.

From the 2026-27 academic year, Campus France lists differentiated tuition fees for non-EU students as:

Now the part that matters. Campus France states that full automatic tuition fee waivers are granted to students receiving a French government higher education scholarship. Eiffel laureates hold exactly that status. So an Eiffel Master’s laureate at a public institution under the French Ministry of Higher Education pays nothing toward the €3,950 differentiated fee.

At the same time, Decree No. 2026-385 of 19 May 2026 tightened the discretionary waivers that institutions used to hand out freely. Students already holding a waiver for 2025-26 or granted one for 2026-27 before the decree keep it for their current cycle. Everyone else faces narrower grounds.

Counsellor insight: This is the single biggest change in the economics of French study for Indians in 2026, and almost no scholarship listing has caught it. Two years ago, a non-EU Master’s student could reasonably expect a discretionary institutional waiver, so an Eiffel award was “stipend only.” From 2026-27, the automatic waiver attached to French government scholarship status is worth Rs.4,33,987 a year on its own. Across an M1 plus M2 route, that is Rs.8,67,974 you do not pay, on top of Rs.31,64,256 in stipend over 24 months. Note the asymmetry: doctoral applicants gain almost nothing here, because differentiated fees never applied to PhD programmes anyway.

Eiffel Excellence Scholarship Eligibility: The Rules That Actually Disqualify People

The age limits in circulation on most scholarship listings are wrong. They cite 27 and 32. The current rules, confirmed by Campus France and detailed by Université de Rennes, are:

• Master’s level: 29 years maximum, measured at the selection committee
• Doctoral level: 35 years maximum

Beyond age, five rules end candidacies:

1. Nationality. Non-French nationals only. Dual nationals holding French nationality are ineligible, no exceptions.
2. Current location, Master’s. If you are already studying in France, you cannot apply at Master’s level.
3. Current location, PhD. Candidates abroad are prioritised over those already resident in France.
4. First-time applicants only. A previous Eiffel application from any institution disqualifies you permanently.
5. No stacking. You cannot hold Eiffel alongside another French government scholarship, Erasmus+, or Agence Universitaire de la Francophonie funding.

Your program must also sit inside one of seven priority fields, grouped into two disciplinary areas:

Science and Technology: Biology and Health, Ecological Transition, Mathematics and Digital, Engineering Sciences

Humanities and Social Sciences: History, French language and civilisation, Law and political science, Economics and management

Counsellor insight: Rule 4 is the quiet killer. A student nominated by one French university in an earlier cycle and rejected cannot be nominated by a different university later, even for a different degree in a different field. Applicants almost never learn this until an international relations office tells them in November. If you were part of any Eiffel dossier before, confirm it in writing with that institution before you build a plan around this scholarship. Also check your field before your grades: a 9.2 CGPA in a non-priority discipline cannot be nominated at all.

Why You Cannot Apply for the Eiffel Excellence Scholarship Yourself

Campus France is explicit that applications sent directly by students or by foreign institutions are declared ineligible. Only French higher education institutions submit. That means you run two tracks at once.

Track 1: admission. Apply to the French institution through its standard route, usually the Etudes en France procedure for Indian applicants.

Track 2: nomination. Separately, ask the international relations office to consider you for Eiffel. They assemble the dossier, write an institutional justification for why you deserve the award, attach your study or research project, and submit to Campus France.

Steps in order:

1. Shortlist programs inside the seven priority fields. Our top universities in France guide is a starting point.
2. Email each institution’s international relations office, not admissions, and ask for their internal Eiffel deadline and procedure.
3. Submit your admission application inside their Eiffel window, which is earlier than their normal window.
4. Submit whatever internal scholarship form they require.
5. Wait for internal preselection, usually communicated in December.
6. If preselected, the institution files with Campus France in January.
7. Results publish from late March.

Counsellor insight: Do not assume a big name nominates every year. Sciences Po has confirmed it will not participate in the 2027 selection process and will submit no applications for 2027-28, despite appearing on most “best universities for Eiffel” lists. Volumes also swing at institutions that do participate: École Polytechnique had 13 laureates in 2023, 14 in 2024, and 10 for 2025-26, including an Indian student. Ask about the current cycle, not the reputation.

One genuinely encouraging detail for Indian applicants: Université Paris-Saclay names India explicitly among the Asia-Oceania countries it prioritises for Master’s-level Eiffel applications.

Eiffel Excellence Scholarship Deadlines for 2027: The Date That Applies to You

Counsellor insight: Count the gap. A 7 November institutional deadline sits 62 days before the date every scholarship listing prints, and it lands before most Indian universities declare seventh-semester results. Students in their final year cannot produce a degree certificate in November 2026 for a course they finish in May 2027. The fix is a consolidated marksheet plus a bona fide certificate from your registrar, requested in September, and a clear line in your dossier stating your expected completion month. Institutions accept this routinely. What they will not accept is a dossier arriving in December.

Documents Indian Applicants Need for an Eiffel Excellence Scholarship Nomination

Counsellor insight: Apostille timing, not test scores, is what breaks November deadlines. State-level attestation queues in Karnataka, Maharashtra and Tamil Nadu commonly run two to three weeks before documents even reach MEA. Start in August 2026, before you hold an offer, because attestation does not expire and cannot be rushed once an institutional deadline is 10 days out. Is the Eiffel Excellence Scholarship Worth It for Your Situation?

If you are a final-year BTech student graduating in May 2027: your cycle is the 2027 call, and your real deadline is November 2026, roughly six months before you graduate. Target M1 entry, which funds up to 24 months, or an engineering degree route, which funds up to 36 months. Your constraint is documentation, not merit. Arrange a consolidated marksheet and bona fide letter in September 2026. Apply through standard admission in parallel, because a nomination is not an admission.

If you hold an MSc or MTech, are 27, and have two years of work experience: you clear the age ceiling with room to spare, but M2 entry funds only 12 months. Model that shorter runway honestly: €1,200 for 12 months is Rs.15,82,128, and you fund the rest yourself. If visa fee and procedure fee coverage matter more to you than stipend size, or if your target programme sits outside the seven priority fields, Charpak is the better fit despite the lower monthly figure.

If you are an Indian Master’s holder pursuing a cotutelle PhD: the doctoral component pays €2,100 for 12 to 36 months, which is the strongest package on offer. Your bottleneck is not the scholarship form. It is the joint supervision agreement between your Indian institute and the French laboratory, which must be signed by both parties for most applicants. Engage your Indian supervisor in September 2026. Differentiated tuition fees never applied to PhD programmes, so your total cost exposure is the €398 registration fee.

Counsellor insight: Be clear-eyed about what happens after. APEC, France’s official body for executive employment, found that more than 8 in 10 of the 2024 Bac+5 graduating cohort described their job search as difficult when surveyed 12 months later, up from 6 in 10 for the 2022 cohort. 57% of them sent more than 30 applications, against 31% two years earlier. A funded degree is a genuine advantage. It is not a job. Build French language ability during the programme, because the students who convert to employment are almost always the ones who can work in French.

What to Do If Your Eiffel Excellence Scholarship Nomination Falls Through

You were not nominated by your institution. You will usually be told by email in December, or simply not contacted. Proceed with the standard admission you already applied to in parallel, then pivot to Charpak, institutional awards, or regional scholarships. Search the Campus France CampusBourses directory for institution-level options.

You were nominated but placed on the waiting list. Université de Toulouse confirms this means your dossier scored highly but missed the first round, and an award depends entirely on other candidates withdrawing. Do not decline other funding on the strength of a waitlist.

You were rejected outright. You cannot reapply in a later cycle. Redirect immediately to institutional and regional awards, CAF housing aid, and university fee exemptions, keeping in mind that the May 2026 decree narrowed discretionary waivers.

You missed your institution’s internal window. The January Campus France date does not help you, because that deadline belongs to universities. Target the next cycle and use the year for DELF certification and a stronger research project.

Counsellor insight: The mistake that costs students an entire year is treating the Eiffel route as their application. Université de Toulouse states plainly that submitting an Eiffel application does not guarantee admission, and that you will only be admitted if you also completed the standard procedure. Every year, students who ran only the nomination track finish March with neither funding nor a seat.
