DHA HAAD MOH Explained: Three Names, Three Regulators

This guide explains which UAE health regulator licenses you. DHA is the Dubai Health Authority. HAAD was Abu Dhabi’s Health Authority, and the Department of Health is now the regulator of Abu Dhabi’s health system, “previously known as” HAAD. MOH is the Ministry of Health, now MOHAP (Ministry of Health and Prevention). So a “HAAD license” in a job advert means a DOH license.

The preface of the Unified Healthcare Professional Qualification Requirements (PQR) says MOHAP, DOH, DHA, and SHA jointly publish it, although DHA's FAQ names only the first three as following it. That means the education and experience standards are shared, while each authority runs its application, fees, and exam process.

Some older MOHAP pages also list Sharjah among the Northern Emirates, but SHA now runs its own professional licensing for Sharjah facilities.

Counselor insight: Treat the table as a starting point. Facilities in free zones or healthcare clusters may fall under a different body, so please confirm with HR to avoid any misunderstandings. A wrong assumption costs weeks.

Which DHA HAAD MOH License Do You Need: Employer Location Decides

Across the UAE, your license is determined by the emirate where you will treat patients, not by where you live or where you studied. A Dubai clinic needs DHA. An Abu Dhabi hospital needs DOH, and the DOH Manual states that no one may practise a licensed profession in Abu Dhabi without a DOH licence. For the Northern Emirates, ask whether MOHAP or a local authority licenses the facility.

If you apply before any offer, you may have paid for the wrong authority.

Counselor insight: Wait for a written offer naming the facility and its emirate. Verification work such as DataFlow is the exception, since it can be reused.

DHA HAAD MOH Exams and Eligibility: What the Unified PQR Says

The PQR sets one rule for all authorities: applicants must pass the Authority's examination to obtain a license, apart from UAE nationals and Children of Emirati Women. All exams are conducted in English. DHA tests run through Prometric, while DOH's manual names Pearson VUE.

Many applicants often overlook the importance of counting their attempts. You get three attempts across the Authorities, not three per authority. You may receive one final attempt with a different authority after three failures, and you must declare your attempt history. After a new recognized qualification or two years of clinical experience following your last attempt for the same title, you can apply for up to three new attempts.

Can You Move Between DHA, HAAD, and MOH Licenses? Transfer Rules

Holding one UAE license can shorten the next application, but it does not transfer automatically. The PQR says you may receive an exam exemption if all of these apply:

  1. You hold a valid license from any Authority.
  2. You have not exceeded the permitted attempts for the same title.
  3. You present a valid Good Standing Certificate and a full primary source verification report.
  4. If your license has expired or been cancelled, it is within six months of expiry.

You keep the same title as before. A suspension or revocation by one authority applies to the others. DOH also accepts only verification reports addressed to DOH, so a DHA report must be reissued to DOH.

MoHAP's 1 February 2025 release says its national licensing platform issues a standardized practice license valid across the UAE and ensures mutual recognition of evaluations among government health authorities. Reports later said go-live was expected in the second quarter of 2026. DHA's CBT guideline, updated in September 2026, still describes a DHA-specific route through Sheryan. We could not locate an official 2026 notice confirming that a single UAE-wide license is being issued to applicants for your title today. Until it is officially confirmed, please plan according to the PQR recognition rules mentioned above.

DHA HAAD MOH Costs and Timelines in Rupees

Fees change, so confirm them on each authority's live page before you pay. Figures use Rs.26.13 per AED, with USD at 3.6725 AED per dollar. Doctors and dentists are on the left of each license cell, and nurses and allied health are on the right.

All DOH figures come from its 2024 Licensing Procedural Manual. The exam fee is a booking fee of AED 50 or 100 plus a Pearson VUE scheduling fee of AED 450 to 490. MOHAP's figures come from its licensing service page, where the facility pays.

DataFlow verification prices differ by authority. DataFlow's DHA page lists Rs.24,433 (AED 935) for nurses and allied health and Rs.32,271 (AED 1,235) for doctors, while DOH's manual lists Rs.25,869 (AED 990) for most categories and Rs.32,927 (AED 1,260) for GPs and dentists. Moving a DHA report to DOH is a transfer, and DHA's FAQ puts the fee for the reverse transfer at Rs.7,839 (AED 300). DataFlow's DHA page says its report takes 15 to 24 working days, and its portal warns of delays when issuing authorities respond slowly, so budget up to 45 working days if Indian documents are slow to verify. DOH's manual says a license can be renewed within two months before expiry, and one that lapses needs re-registration with monthly delay penalties.

Which DHA HAAD MOH License Fits You: 3 Indian Scenarios

If you are a BSc Nursing graduate with an offer from an Abu Dhabi hospital, you need a DOH license, not a DHA. Check the PQR nursing chapter for experience rules. Budget about Rs.25,869 (AED 990) for DataFlow and Rs.14,110 (AED 540) for the registered nurse CBT, and do not pay DHA fees.

When Your DHA HAAD MOH License Plan Goes Wrong

  • You applied to the wrong authority. Fees paid to one authority do not move to another.
  • You fail the exam. Attempts count across authorities, so three failures end your options unless you meet the PQR conditions for more.
  • Your license expired. Exam exemption through recognition requires that your license expire within six months of applying.
  • Your DOH license was not renewed. It expires, and you must re-register, with monthly delay penalties of up to 6 months.
