Canada Drops PAL/TAL Requirement for Master’s and PhD Applicants at Public Universities

Since January 1, 2026, Canada has dropped PAL/TAL for international students admitted to a degree-granting master’s or doctoral program at a public Designated Learning Institution (DLI) to apply for their study permit. The exemption removes one of the more frustrating steps introduced by Canada’s 2024 study permit cap, and it’s particularly relevant for Indian students, who make up one of the largest cohorts applying to Canadian graduate programs.ย 

What a PAL/TAL Was, and Why This Matters

Canada introduced the PAL/TAL system in January 2024 after international student numbers surpassed one million, straining housing, healthcare, and other services. Since then, most study permit applicants have needed this letter to prove their spot at a Canadian institution counted toward their province’s share of the national cap before IRCC would even process their study permit application. Without one, applications were returned unprocessed. 

That national cap has tightened every year: 485,000 approved study permits in 2024, down to 437,000 in 2025, and 408,000 for 2026.

What this exemption does not do: it does not exempt graduate diploma or graduate certificate programs. The exemption is specifically for degree-granting master's and PhD programs. It also doesn't remove any other study permit requirements; you still need a genuine Letter of Acceptance, proof of funds, and everything else the standard application requires.

PhD Applicants Also Get Faster Processing

IRCC has committed to processing doctoral-level study permit applications filed from outside Canada within 14 days, a specific new service commitment separate from the PAL/TAL exemption itself.

Why It Matters for Indian Students

This removes a genuine administrative bottleneck that had nothing to do with academic merit; a strong offer from a public Canadian university could previously still stall if your province's PAL allocation ran out or was delayed. For Indian applicants targeting master's or PhD programs at public universities like the University of Toronto, UBC, or McGill, you can now move directly from your Letter of Acceptance to your study permit application without waiting on a separate provincial letter first.

Two things worth checking carefully before assuming you're covered: first, confirm your specific institution is a public DLI, since the exemption explicitly excludes private colleges a growing category among options marketed to Indian students. Second, if your intended program is a graduate diploma or certificate rather than a full master's or PhD degree, you're still subject to the standard PAL/TAL requirement and the tighter 408,000 national cap that governs those other categories.
