Quick Read

  • Regional agency rooms in Rome cost Rs.15,920 to Rs.33,176 monthly.
  • DSU housing costs are deducted directly from your scholarship award.
  • Indian students need an ISEE Parificato to apply for DSU housing.
  • The Italian consulate wants proof of accommodation before your visa.
  • Student rental contracts run six to thirty-six months by law.

Your Five Options for Accommodation in Italy

Accommodation in Italy is not one market. It is five, and they differ so much in price that the choice matters more than your choice of city.

1. Regional agency housing (DSU). Each region runs a right-to-study agency: EDISU in Piedmont, ER.GO in Emilia-Romagna, DiSCo in Lazio, DSU Toscana in Tuscany. These are the cheapest legal beds in the country. Allocation is competitive, based on family income and academic merit.

2. University halls of residence. Some universities run their own residences alongside the regional system, with a subsidised tier for scholarship holders and a full-rate tier open to everyone.

3. Private student residences. Purpose-built, furnished, all-inclusive, and priced two to three times higher than public housing.

4. A room in a shared flat. The default for most students who miss out on public housing.

5. Homestays and religious guesthouses. Smaller in number, often cheaper, sometimes with meals included and house rules attached.

Counselor insight: Chase these in order. Apply for DSU first because it is free money, apply for your university's own residence call second, and hold a refundable private residence booking as insurance. Students who treat these as alternatives rather than parallel applications are the ones still flat-hunting in October.

What Accommodation in Italy Costs: Official 2026-27 Rates

Every figure in this section comes from the official agency or university that charges it, for the 2026-27 academic year. That matters, because the price bands you will find on housing platforms are averages of private listings and are usually well above what a student in public housing actually pays.

Rome: DiSCo Lazio

DiSCo, the Lazio right-to-study agency, offers over 3,100 beds and states that monthly accommodation costs range from Rs.15,920 (โ‚ฌ143) to Rs.33,176 (โ‚ฌ298) depending on the room type allocated. The cost is deducted from your scholarship rather than billed separately. Applications for the 2026/2027 right-to-study call closed at 12:00 on 22 July 2026, with enrolment allowed to be completed as late as 10 February 2027.

Bologna, Modena, Parma, Ferrara: ER.GO Emilia-Romagna

ER.GO publishes live availability with prices. On its official vacancy listing for September 2026 entry, guest monthly rates ran from Rs.29,614 (โ‚ฌ266) for a place in a double room in a shared flat in Bologna to Rs.40,079 (โ‚ฌ360) for a double room in the Galvani residence, with single rooms in shared apartments in Modena and Parma at Rs.35,514 (โ‚ฌ319) and Rs.39,411 (โ‚ฌ354).

Turin: EDISU Piemonte

EDISU offers around 2,700 beds across Turin and other Piedmont university cities. For 2026-27 the Piedmont Region confirmed that PNRR investment adds 500 more beds, taking the total past 3,100. Applications ran from 22 July to 12:00 on 4 September 2026. The same call sets the lowest canteen band at Rs.334 (โ‚ฌ3.00) per meal for 2026-27, which is worth factoring in alongside rent.

Milan: Politecnico di Milano halls

Polimi publishes its full-rate table openly. These are annual, per person, and include utilities, shared kitchens and residence services. Monthly equivalents below divide by eleven, since August is excluded from an annual booking.

Room type (Milan)Annual rateMonthly equivalent
Double room, shared bathroom (Newton)Rs.4,82,058 (โ‚ฌ4,330)Rs.43,824 (โ‚ฌ394)
Double room, private bathroom (Newton)Rs.5,04,325 (โ‚ฌ4,530)Rs.45,848 (โ‚ฌ412)
Double in apartment, shared bathroom (Newton, Pareto)Rs.5,37,724 (โ‚ฌ4,830)Rs.48,884 (โ‚ฌ439)
Single in apartment, shared bathroom (Newton, Pareto)Rs.5,93,944 (โ‚ฌ5,335)Rs.53,995 (โ‚ฌ485)
Single room, private bathroom (Newton)Rs.6,16,211 (โ‚ฌ5,535)Rs.56,019 (โ‚ฌ503)
Single in apartment, shared bathroom (Curie, Einstein, Da Vinci)Rs.7,04,719 (โ‚ฌ6,330)Rs.64,065 (โ‚ฌ575)
Single room, private bathroom (Da Vinci)Rs.7,28,653 (โ‚ฌ6,545)Rs.66,241 (โ‚ฌ595)
Place in mini-housing, single room (Curie)Rs.8,62,808 (โ‚ฌ7,750)Rs.78,437 (โ‚ฌ713)

Source: Politecnico di Milano Residences rate list. A refundable security deposit of Rs.55,665 (โ‚ฌ500) is payable, per the full-rate booking page. On the same campuses outside Milan, the same university charges Rs.4,28,621 (โ‚ฌ3,850) annually for a single with private bathroom in Cremona and Rs.3,67,389 (โ‚ฌ3,300) for a double, which is roughly half the Milan figure.

Polimi also runs a subsidised tier: 1,349 places allocated by merit and income, at a rate set annually by the Lombardy Region.

The private residence comparison

For contrast, Polimi's affiliated private residences list 2026-27 rates of Rs.1,05,764 to Rs.1,55,862 (โ‚ฌ950 to โ‚ฌ1,400) per month for studios and Rs.1,22,463 to Rs.1,50,296 (โ‚ฌ1,100 to โ‚ฌ1,350) for a premium room in a two-person apartment in Milan.

Read those two paragraphs together. A public bed in Bologna at Rs.29,614 and a private studio in Milan at Rs.1,55,862 are both accommodation in Italy. The gap is over Rs.1.2 lakh a month.

Exchange rate used: Rs.111.33 per euro. Verify the current rate before finalising your budget.

Counselor insight: Run the housing number before you finalise your university shortlist, not after. The same two-year master's in Cremona or Bologna instead of central Milan can save you six to eight lakh in rent alone, which for most Indian families is a larger saving than any scholarship they are likely to win.

DSU Housing and the ISEE Parificato

DSU stands for diritto allo studio universitario, the right to university study. It is a single application that can give you a scholarship, a subsidised bed, and cheap canteen access together. For an Indian student from a middle-income family, this is the most valuable thing on this page.

Two features make it different from a scholarship you might expect:

The housing cost is netted against the award. DiSCo states plainly that the accommodation cost is deducted from the scholarship. So a full award plus a bed can mean your effective rent approaches zero.

Eligibility is assessed on family income, using an Indian-specific document. Non-EU students whose family lives outside Italy cannot use a normal Italian ISEE. You need an ISEE Parificato, an equivalent economic situation indicator built from your family's Indian income, property and savings, prepared through a CAF office. This requires documents from India, translated and legalised.

Deadlines fall in the July to September window. Lazio closed on 22 July 2026. Piedmont closed on 4 September 2026. Emilia-Romagna publishes its residential section within the annual DSU call.

Counselor insight: The ISEE Parificato is the long pole in the whole plan. Start collecting your family's income and property documents in April, because apostille and translation timelines in India are what actually cause students to miss the DSU deadline. Not the form. The paperwork behind it.

Accommodation Proof for Your Italian Student Visa

You will hit an ordering problem. The consulate wants evidence of where you will live before it issues the visa, but DSU results may not be out, and no landlord in Milan will hold a room for a student without a visa.

Two things resolve it. First, a university residence booking or a private residence reservation covering your first period is normally accepted as proof. Second, note the risk Polimi states openly on its own booking page: if you fail to enrol or fail to obtain a visa, the amount paid for a full-rate booking is not refunded.

Counselor insight: Read the cancellation terms before you pay, and prefer a residence that refunds on visa refusal or holds the amount as credit. If your provider does not, book the shortest period that satisfies the consulate rather than the full year, and extend once your visa is stamped.

Documents Indian Students Need to Rent in Italy

DocumentWhat it isIndia-specific detail
PassportPhoto page plus visa pageNon-EU students must show the passport, not another ID, at residence check-in
Residence permit or receiptProof of lawful stayEDISU explicitly requires the permit or a copy of the payment receipt at check-in
Codice FiscaleItalian tax codeApply at the Italian consulate in India before you fly. It is free and most landlords will not proceed without it

ISEE Parificato documentsFamily income and assetsNeeded for DSU, prepared via a CAF office. Start in April
Health coverSSN registration or private policyEDISU requires a health card copy or private policy at check-in
Passport photographsStandard sizeResidences ask for these at allocation

Counselor insight: The Codice Fiscale is the item that trips students up most consistently. You land, find a good room, sit down to sign, and the landlord asks for a number you do not have. Rooms do not wait. Get it in India.

The Rental Contract: What Makes It Legal

If you rent privately, you are signing a specific legal instrument, not a generic lease. Student rentals sit under Article 5 comma 2 of Law 431/1998, read with the Ministerial Decree of 30 December 2002.

What that means in practice:

  • Duration is 6 to 36 months. It renews automatically at first expiry unless you give notice.
  • Subletting is prohibited. You cannot pass your room to a friend for a semester.
  • The property must be in the university's municipality or a neighbouring one.
  • Registration with the Agenzia delle Entrate is required within 30 days of signing or of the start date, whichever comes first.
  • Registration and stamp duty are split equally between landlord and tenant. If the landlord opts for the cedolare secca flat-tax regime, those costs disappear entirely.
  • The registration tax base is reduced to 70 percent of the annual rent for this contract type.
  • If the transitory-purpose documentation is missing, the contract can convert into an ordinary four-year lease, which is nobody's intention.

Renting off the books is not a shortcut. Without a registered contract you cannot register your address, which affects residence permit renewal, some local benefits, and any housing grant. Lazio's accommodation-grant call, for instance, requires a lease registered with the Agenzia delle Entrate in the student's own name.

Counselor insight: Ask for the registration receipt, not just the signed contract. Legally an unregistered contract is the landlord's problem. Practically it becomes yours, at the Questura counter, eighteen months later.

The 48-Hour Rule Nobody Tells You About

Under Article 7 of the Testo Unico Immigrazione, anyone who houses or hosts a non-EU national, including a relative, must notify the local public security authority in writing within 48 hours. The Polizia di Stato publishes the form and the procedure. Failure to file carries an administrative fine of Rs.55,665 to Rs.3,89,655 (โ‚ฌ500 to โ‚ฌ3,500). A fresh declaration is required every time you move.

This lands squarely on Indian students, because the standard arrival pattern is to stay with a senior or a family friend for two weeks while flat-hunting. That is exactly the situation the article covers, and nobody warns you.

Counselor insight: On your first day, ask the person hosting you to file the dichiarazione di ospitalitร . It protects them as much as you, and it prevents a permit renewal stalling months later over a missing signed sheet.

What Is Changing in 2026-27: New Student Beds

Italy's student housing shortage is being addressed with real money, and 2026-27 is the year some of it lands.

Under Reform 1.7 of Mission 4 Component 1 of the PNRR, the Ministry of University and Research is funding 60,000 new student beds with EUR 1.2 billion, at roughly EUR 20,000 per bed. Following the European Commission's revision of the Plan on 27 November 2025, the 2026 Budget Law re-phased delivery: around 30,000 beds tied to the existing tender with an operational date of 15 July 2026, and a new financial facility of roughly EUR 600 million for the remaining 30,000 beyond 2026. New applications to the original tender closed on 28 February 2026.

You can see it at ground level. EDISU Piemonte is adding 500 beds for 2026-27 on PNRR funding. In Rome, Roma Tre announced the Studentato Seraphicum opening in September 2026 with 173 beds in the EUR district, plus discounted beds at the Domus41 residence under a Ministry-backed initiative, with applications open 20 July to 3 August 2026.

Counselor insight: New stock is where availability exists. When you search, check your university's housing page for residences opening this year rather than only the well-known halls that filled up in July. A brand-new residence in its first intake is the one place a late applicant still has a chance.

Month-by-Month Housing Timeline

WhenWhat you do
April 2026Start ISEE Parificato documents: family income, property, apostille, translation
May 2026Shortlist by housing cost, not only by ranking. Check your university's residence call date
June 2026University residence calls open. Track your regional DSU call announcement
July 2026Submit DSU application. Lazio closed 22 July, Roma Tre's Domus41 window ran 20 July to 3 August

Within 30 days of signingConfirm your contract is registered with the Agenzia delle Entrate
By 10 February 2027Lazio applicants complete enrolment, per the 2026/2027 call

Counselor insight: Work backwards from the DSU deadline in your region, not from your flight date. In 2026 those deadlines sat in July and early September, months before most Indian students had even booked tickets.

What to Do When Housing Goes Wrong

A landlord asks for a deposit by bank transfer before any contract. This is the standard scam pattern. No contract, no Codice Fiscale on paper, no transfer.

Your DSU application is rejected or waitlisted. Rankings shift as students decline places, so watch for scorrimento. Meanwhile take the university full-rate hall, which is still cheaper than the private market in most cities.

You land with nothing booked. Take a short paid stay, then use the university housing office and the regional agency's live vacancy listing. ER.GO, for example, publishes actual rooms with dates and monthly prices.

Your landlord refuses to register the contract. Understand what you are accepting: no registered address, no residency, complications at permit renewal, and no eligibility for housing grants. It is a reason to walk away.

You need to leave a flat early. Check the notice clause in your contract before you commit, because the student contract type has specific renewal and notice rules and there is no general right to exit whenever you like.

Counselor insight: Never transfer a deposit against photographs alone. Insist on a live video call inside the property, a written contract naming the landlord's Codice Fiscale, and payment by traceable bank transfer only after the contract is signed.

3 Takeaways on Accommodation in Italy

Accommodation in Italy rewards early paperwork more than it rewards budget. The cheapest beds in the country are allocated by deadline, not by who is willing to pay most.

Three things to do:

  1. Start your ISEE Parificato documents in April and submit your regional DSU application the week the call opens, because in 2026 those deadlines fell in July and early September.
  2. Compare the official rate published by your university or regional agency against private listings before you shortlist a city, since the difference in Milan can exceed Rs.1 lakh a month.
  3. On arrival, get the dichiarazione di ospitalitร  filed within 48 hours and confirm your contract is registered within 30 days.

Frequently Asked Questions About Accommodation in Italy

  • Is there more student housing available in Italy for 2026-27?

Yes. Italy is funding 60,000 new student beds under PNRR Reform 1.7 with EUR 1.2 billion, roughly 30,000 tied to a 15 July 2026 operational date and the rest through a new facility beyond 2026. EDISU Piemonte added 500 beds for 2026-27, and Roma Tre's Studentato Seraphicum opened in September 2026 with 173 beds.

  • What happens if I rent without a registered contract?

You cannot register your address, which creates problems with residence permit renewal, some local benefits and any housing grant. Lazio's accommodation-grant call, for example, requires a lease registered with the Agenzia delle Entrate in the student's own name. An unregistered rental is a legal risk for the landlord and a practical one for you.

  • Which Italian cities have the most affordable accommodation in Italy?

Cities outside Milan and Rome. The same university charges Rs.4,28,621 annually for a single with private bathroom in Cremona against Rs.6,16,211 to Rs.7,28,653 for comparable rooms in Milan. Bologna, Modena, Parma and Turin all sit closer to the Cremona end through their regional agencies.

  • Who has to tell the police where I live in Italy?

Whoever houses you. Article 7 of the Testo Unico Immigrazione requires anyone giving accommodation to a non-EU national, including a relative, to notify the local public security authority in writing within forty-eight hours. The fine for not doing so runs from Rs.55,665 to Rs.3,89,655 (โ‚ฌ500 to โ‚ฌ3,500), and a new declaration is needed each time you move.

  • How long is a student rental contract in Italy?

Student contracts under Article 5 comma 2 of Law 431/1998 run a minimum of six months and a maximum of thirty-six months, renewing automatically at first expiry unless notice is given. Subletting is prohibited, and the contract must be registered with the Agenzia delle Entrate within thirty days of signing.

  • What is the ISEE Parificato and do Indian students need it?

It is the equivalent economic situation indicator used to assess non-EU students whose family lives outside Italy. You need it to apply for DSU scholarships and housing. It is prepared through a CAF office using your family's Indian income and property documents, translated and legalised, which is why you should start collecting them in April.

  • Do I need accommodation booked before my Italian student visa appointment?

Yes, the consulate expects evidence of where you will live. A university or private residence booking for your first period is normally accepted. Read the refund policy carefully first, because Politecnico di Milano states that a full-rate booking is not refunded if you fail to enrol or fail to obtain a visa.

  • What is the cheapest accommodation in Italy for students?

A bed in regional right-to-study housing allocated through the DSU call, because the accommodation cost is deducted from your scholarship award rather than billed on top. If you win a full award with a bed, your effective rent can approach zero. The trade-off is that allocation is competitive and deadlines fall in July and early September.

  • How much does accommodation in Italy cost per month for Indian students?

Public regional housing is cheapest. DiSCo in Rome charges Rs.15,920 to Rs.33,176 (โ‚ฌ143 to โ‚ฌ298) monthly and ER.GO in Emilia-Romagna listed rooms at Rs.29,614 to Rs.40,079 (โ‚ฌ266 to โ‚ฌ360). University halls in Milan work out to roughly Rs.43,824 to Rs.78,437 monthly, while private Milan studios reach Rs.1,55,862.
