The program covers almost all universities in Russia, from Moscow and St. Petersburg to Krasnodar, Kaliningrad, and Vladivostok, with the exception of Lomonosov Moscow State University and MGIMO.

The Indian government accepts degrees for licensing in India from universities listed in the World Directory of Medical Schools (WDOMS) that fully comply with NMC's FMGL Regulations 2021. The NMC does not maintain a named, approved list of specific Russian universities; it is the student's responsibility to verify that their chosen university meets every FMGL requirement before enrolling.
This scholarship makes that path significantly more affordable. But the compliance requirements for medical applicants are absolute, and skipping these checks has ended careers before they started.
What every medical applicant must confirm before applying:
- NEET is mandatory; no exceptions. Indian students cannot pursue MBBS in Russia without qualifying NEET. It is mandatory under NMC guidelines for studying medicine abroad and for practicing in India after graduation.

For the 2026-27 cycle: Stage 1 closed on January 15, 2026. For students who applied in the 2026-27 window, Stage 2, university allotment and visa processing, is currently underway, managed by Russia's Ministry of Science and Higher Education. Results are typically communicated within one to two months after Stage 1 closes, so expect updates between March and May 2026.
For the 2027-28 cycle: Based on the annual pattern of the MoE notification, the application portal typically opens in autumn, with Stage 1 closing on January 15.
