Germany Is Offering Full Scholarships for Indian Students in Law and Business Management in 2026
Germany now has 59,419 Indian students enrolled in its universities, making India the largest source country for international students in Germany for the first time, ahead of China. Most of those students are in engineering and STEM. The 21% studying law, management, and social studies are accessing a different set of scholarships, one that most Indian students have never heard of because the promotion is quiet and the deadlines come fast.
Two major fully funded scholarships specifically covering law, governance, and business management close on July 15 and July 31, 2026. Both are open right now.

Why Germany for Law and Business Management
German public universities charge near-zero tuition for almost all programs, including law and management. An LLM or MA in public policy at a leading German institution costs EUR 0 to EUR 500 per semester in fees, which is the semester contribution, not tuition. The only major expense is living costs, approximately EUR 800 to EUR 1,100 per month depending on the city.
Germany's legal and governance landscape is one of the most institutionally sophisticated in the world. For Indian lawyers, policy professionals, and business management graduates, a German master's provides direct exposure to European Union governance frameworks, international arbitration law, comparative constitutional law, and social market economy models, all increasingly relevant to careers in law firms, multilateral organizations, public sector advisory roles, and international business.
The Helmut-Schmidt Programme, the EPOS scholarships, and the Konrad Adenauer Stiftung all explicitly target these disciplines. Each covers tuition where applicable and provides a monthly stipend that covers living costs in full.
Scholarship 1: DAAD Helmut-Schmidt Programme
Master's Scholarship for Public Policy and Good Governance Deadline: July 31, 2026 | Fully Funded | India explicitly eligible
The Helmut-Schmidt Programme is the most directly relevant scholarship for Indian students pursuing law, governance, and public policy in Germany. Jointly administered by DAAD and the German Federal Foreign Office, the programme has supported approximately 800 students from over 100 countries since its inception. The application period for the 2027-28 intake runs June 1 to July 31, 2026. You have 29 days.
What it covers:
- Full tuition fees at the host German university.
- Monthly stipend of EUR 992 (approximately Rs. 1,07,483/month), updated February 2026.
- A mandatory 4-month German language preparatory course before studies begin, fully funded.
- Health, accident, and personal liability insurance during the scholarship period.
- Travel allowances between Germany and India.
- Rent subsidy and family allowances where applicable.
Programs and universities covered:
- Hochschule Bonn-Rhein-Sieg: MSc Social Protection.
- University of Duisburg-Essen: MA Development and Governance.
- Willy Brandt School, University of Erfurt: MA Public Policy.
- Universitat Magdeburg: MA Peace and Conflict Studies.
- Hochschule Osnabrück: MA Management in Non-Profit Organizations.
- Universitat Passau: MA Development Studies and MA Governance and Public Policy.
You can apply if:
- You hold a bachelor's degree in social and political sciences, law, economics, public policy, or administration.
- Your most recent degree was issued no earlier than January 1, 2020.
- You have at least 2 years of relevant professional experience: work, internships, or civic and political engagement.
- You are willing to contribute to the social and economic development of India after completing the program.
- You have not lived outside DAC-listed developing countries for more than 15 months at the application deadline.
How to apply:
- Submit directly to the universities, not to DAAD. You can apply to a maximum of two programs with one motivation letter covering both. Each university has its own portal. Hochschule Bonn-Rhein-Sieg uses Apollo.
- Indian applicants must also obtain an APS certificate before applying. This is a mandatory document; apply for it immediately at aps-india.de, as processing takes a minimum of 4–6 weeks.
Selection timeline:
- Shortlisting: October/November 2026.
- Interviews: November 2026.
- Final decisions: December 2026 to January 2027.

Scholarship 2: Konrad-Adenauer-Stiftung (KAS)
Deadline: July 15, 2026 | Fully Funded | EUR 1,400/month for doctoral candidates
The Konrad Adenauer Stiftung is one of Germany's six major political foundations and offers one of the most generous scholarship programs available to international students in law, political science, social sciences, and public administration.
KAS scholarships are designed for students who combine strong academic credentials with demonstrated political engagement, civic leadership, and a commitment to democratic values. This makes them relevant for Indian students with backgrounds in law, policy, and governance.
What it covers:
- Monthly stipend of EUR 1,400 for doctoral candidates (approximately Rs. 1,51,690/month).
- Monthly stipend of EUR 992 for master's candidates (approximately Rs. 1,07,483/month).
- Health insurance.
- Study and research allowances.
- Travel support.
Note: LLM programs of fewer than 4 semesters are excluded from KAS funding. Verify your target program's semester structure before applying.
You can apply if:
- You are pursuing or planning to pursue a master's or doctoral degree in law, political science, social sciences, public administration, economics, or a related discipline at a German university.
- You have an outstanding academic record, typically equivalent to a German grade of 2.0 or better.
- You have demonstrated political or civic engagement: party involvement, civil society work, community leadership, or advocacy.
- You are not yet enrolled for more than 4 semesters in your current program.
- Indian students with bar association work, legal aid clinic experience, NGO involvement, or public policy research all qualify under the civic engagement criterion.
- You must hold a minimum B2 German language certificate (e.g., Goethe-Institut) before applying. This is a non-negotiable requirement; the scholarship's seminars and mentoring are conducted entirely in German.

Scholarship 3: DAAD EPOS, Development-Related Postgraduate Courses

EPOS (Entwicklungsbezogene Postgraduiertenstudiengänge.) is DAAD's scholarship for professionals from developing countries pursuing master's degrees in development-relevant disciplines, covering law, public policy, governance, environmental management, public health, and social sciences. India qualifies.
What it covers:
- Monthly stipend of EUR 992 (approximately Rs. 1,07,483/month).
- Full tuition fees for selected partner master's programs.
- Travel allowance and health insurance.
- Language course support where required.
You can apply if:
- You hold a bachelor's degree in a relevant discipline.
- You have at least 2 years of professional experience after your bachelor's degree.
- You are from a developing country. India is explicitly eligible.
- Your most recent degree is no older than 6 years at the time of application.
- You have applied for the APS certificate.
EPOS covers a broader range of disciplines and partner universities than the Helmut-Schmidt Program does. Students who are not from a social science or law background but work in governance, development, or public health can qualify. The two programs can be applied to simultaneously if you meet both eligibility criteria.

Scholarship 4: Deutschlandstipendium
EUR 300/Month | Via Enrolled German University | Deadline July to October 2026
Germany's national public-private scholarship partnership. The federal government and private donors each contribute 50%, resulting in EUR 300/month for enrolled students. It does not cover tuition, which is already near-zero at public universities, but supplements living costs throughout the degree.
Unlike the DAAD and KAS scholarships, the Deutschlandstipendium is applied for at the specific German university where you are enrolled or have been admitted.
What it covers:
- EUR 300/month (approximately Rs. 32,505/month) for a minimum of 2 semesters.
- Extendable based on academic performance.
You can apply if:
- You are enrolled or have received an admission offer from a participating German university.
- You have a strong academic record. Selection is 60% academic performance and 40% personal circumstances and social commitment.
- All nationalities, including Indian students, are eligible.

How Germany's Zero-Tuition Model Changes the Maths
Most Indian students assume Germany is expensive. The figures show a different picture for scholarship holders.

DAAD Helmut-Schmidt or EPOS scholarship value (annual): EUR 992/month × 12 = EUR 11,904 (approximately Rs. 12,89,834/year).
The stipend alone covers the full annual living cost in most German cities outside Munich. For law and management students on these scholarships, the total out-of-pocket cost of a German master's degree is effectively zero.
What to Prepare Before You Apply
Documents every program requires:
- Academic transcripts with certified translations in English or German.
- Bachelor's degree certificate with certified translation.
- APS Certificate: mandatory for all Indian applicants to German universities. Apply at aps-india.de a minimum of 4–6 weeks before your submission deadline.
- Your CV should be in Europass format and presented in reverse chronological order.
- Motivation letter: maximum 2 pages, addressing why you chose this program, your professional experience, and your return plan for India.
- Two letters of recommendation, one from an academic supervisor and one from a professional employer where possible.
- Proof of English proficiency: IELTS 6.5 or equivalent. Check individual program requirements.
- Proof of professional experience: on official letterhead, signed, dated, and stamped.
What separates successful applications? DAAD and KAS selection committees read hundreds of applications. Vague language about "contributing to national development" consistently fails. Specific professional outcomes succeed: a project you led, a case you worked on, or a policy you contributed to. Write about what you have already done, not what you plan to do.
