Most pages describing the Hamad Bin Khalifa University scholarship call it “fully funded.” HBKU’s own guidelines do not. Tuition waivers are standardized by program type and range from zero to 100 percent.

Hamad Bin Khalifa University Scholarship Stipend Rates in Rupees

A stipend is separate from the waiver. Graduate students receiving a stipend are generally also given a tuition waiver.

As an Indian applicant you fall in the international category. Across a full program that is:

• Master’s: 147,000 QAR over 21 months, or Rs.38,42,580
• PhD: 405,000 QAR over 45 months, or Rs.1,05,86,700

The stipend is not taxed. PwC’s Worldwide Tax Summaries confirm that income tax is not imposed on employed individuals’ salaries, wages and allowances in Qatar.

The stipend is also conditional work, not a grant. Per HBKU’s guidelines:

• Stipend holders work as research assistants with their primary supervisor for 10 hours per week.
• Total work is capped at 20 hours per week, meaning 10 hours beyond the RA commitment.
• Teaching assistant hours are paid separately at 50 QAR per hour for the semester assigned.
• Full-time professionals, and part-timers working more than 40 percent of full-time hours, are not eligible for stipends at all.

Exchange rate used: Rs.26.14 per QAR. Verify the current rate before finalising your budget.

Counselor insight: The 10-hour RA requirement works out to roughly 520 hours of supervised research across a 12-month year. Three Things the Hamad Bin Khalifa University Scholarship Does Not Cover

This is where nearly every other page on this keyword is wrong. All three points below come directly from HBKU’s guidelines.

1. Housing. Students are responsible for covering their housing cost, whether in Qatar Foundation dormitories or external accommodation. The expense is paid from the monthly stipend or personal funds, and HBKU does not pay for student housing directly.

HBKU publishes no housing figure. For a reference point, neighbouring Education City campus Northwestern Qatar lists an on-campus room at USD 5,550 per year plus a USD 550 housing deposit in its published cost of attendance, and notes that housing is provided by Qatar Foundation rather than the university. 

2. Annual flights home. International students receive a single round trip across the entire candidature: one inbound ticket when the program starts and one outbound ticket at graduation. Not one per year. A PhD student is covered for two flights across 45 months.

3. Extra money for family. Stipend awards do not depend on marital status or the number of dependents. There is no family accommodation uplift.

Meals are also not separate. HBKU states that meal plans are not included and that the stipend is a fixed amount intended to cover general living expenses including meals.

Counselor insight: Build a housing line into your budget before you accept. On a 7,000 QAR master’s stipend, housing at even 3,000 QAR per month consumes 43 percent of your monthly income and leaves roughly Rs.1,04,560 for everything else. There is no separate scholarship form. You are considered for scholarships during the admissions process, and no separate application is needed.

• Minimum 3.0 GPA on a 4.0 scale from a recognised university
• Bachelor’s degree for master’s entry, master’s degree for PhD entry
• IELTS 6.5 or TOEFL 79
• A valid GRE or GMAT score for some CSE PhD programmes

If you are an Indian law graduate targeting the LL.M.: stop and re-model. Your waiver is zero percent and you pay the full Rs.52,280 per credit hour with no stipend track. The J.D. at the same College of Law carries a 60 percent waiver instead. If you need funded law study in the region, look at Qatar University’s fully funded scholarships or the Doha Institute for Graduate Studies before committing.

If you are a working professional with three or more years of experience wanting a part-time master’s while employed: you are structurally excluded from the stipend, because part-time workers exceeding 40 percent of full-time hours are ineligible. What Goes Wrong With Hamad Bin Khalifa University Scholarship Applications

Admitted, but not funded. Admission and funding are separate outcomes. If your offer letter states a waiver percentage but no stipend, you are covering living costs yourself.

The scholarship agreement trap. This one is expensive. Award letters are issued before admission, and not submitting the signed scholarship agreement to your college committee is treated as rejecting the offer, after which the student is billed tuition in full. Diarise the return date the day the letter arrives.

IELTS below 6.5. There is no conditional pathway published. If you score 6.0, you need a retake or a parallel plan. Keep a backup shortlist of universities accepting IELTS 6.0 for master’s programmes open in the same cycle.

Visa and residence permit timing. Qatar operates a sponsorship-based system. Your institution initiates it, not you.
