Study in Italy for Indian Students (2026-27): Costs, Universities, Scholarships and Visa

18 min read

This guide covers everything an Indian student needs to decide whether Italy is the right destination for the 2026-27 intake: what it actually costs by city, which universities to target, how the DSU scholarship and ISEE Parificato system works, what documents to collect before leaving India, and what to do if the visa or application goes wrong.

Italy now enrolls over 6,000 Indian students annually, according to data cited by the Ministry of University and Research. The draw is the structure: public universities where a family earning below approximately Rs.24,84,460 (โ‚ฌ23,000) a year can pay as little as Rs.16,851 (โ‚ฌ156) in annual tuition, a government scholarship that covers fees and living costs, and a post-study work pathway into a Schengen-area job market.

Why Study in Italy: What Makes It a Viable Option for Indian Students in 2026-27

Public universities are state-funded and charge tuition on a sliding scale linked to family income. The same Politecnico di Milano that ranks #98 in the QS World University Rankings 2026 can cost an eligible Indian student less than Rs.4,21,278 (โ‚ฌ3,900) annually, and with a regional DSU scholarship, that drops to near zero.

Italy also sits within the Bologna Process, so your degree is recognized across 49 European countries. Your student visa doubles as a Schengen travel document. According to QS Best Student Cities 2026, Milan ranks #44 globally, Rome #46, and Turin #66. Bologna and Pisa are smaller, significantly cheaper, and home to world-ranked universities.

How Much Does It Actually Cost to Study in Italy? A City-by-City Breakdown

This point is where Italy separates itself from UK, Canada, and Australia comparisons. The tuition number alone does not provide a complete picture. The city you choose matters almost as much as the university.

Public University vs. Private University Tuition

FeaturePublic UniversityPrivate University
Annual Tuition (INR)Rs.97,218โ€“Rs.5,40,100 (โ‚ฌ900โ€“โ‚ฌ5,000)Rs.6,48,120โ€“Rs.21,60,400 (โ‚ฌ6,000โ€“โ‚ฌ20,000)

The most important figure in this table is the ISEE-adjusted tuition for public universities. The Italian ISEE (Equivalent Economic Situation Indicator) system calculates tuition based on your family's financial position, not your nationality. Indian students whose families fall below the qualifying income threshold pay the minimum statutory fee, which at many public universities is approximately โ‚ฌ156 (Rs.16,851) per year. For more on how the fee is calculated, see the DSU and ISEE Parificato section below.

With a DSU scholarship covering tuition and accommodation, a student in Bologna or Pisa can reduce their annual out-of-pocket cost to Rs.6,16,914โ€“Rs.8,74,962 (โ‚ฌ5,712โ€“โ‚ฌ8,100) including flights, insurance, and personal expenses. Without a scholarship, budget Rs.9,24,171โ€“Rs.13,30,646 (โ‚ฌ8,556โ€“โ‚ฌ12,319) per year. For a detailed cost breakdown, see cost of studying in Italy for Indian students.

Counselor insight: Several students each year choose Politecnico di Milano purely on ranking, then discover mid-first-semester that their monthly living expenses exceed their scholarship stipend by Rs.21,604โ€“Rs.32,406 a month. Bologna and Pisa regularly offer equivalent DSU scholarship coverage with noticeably lower rent. Students who chose Polimi over Bologna purely on ranking and later struggled with monthly shortfalls are a pattern we see often. The DSU stipend in both cities is comparable; the difference is rent. Please conduct the city cost comparison prior to the ranking comparison.

Scholarships to Study in Italy for Indian Students: DSU, MAECI, and IYT Explained

Italy's scholarship ecosystem has three distinct layers. Most students either get this right or waste six months figuring out which one fits their profile and what they need to prepare in India before applying.

DSU Regional Scholarships (the most accessible option)

The DSU (Diritto allo Studio Universitario) is a need-based government scholarship covering full tuition, subsidized accommodation, a canteen meal card, and a cash stipend of up to Rs.7,35,176 (โ‚ฌ6,806) per year.[source: regional DSU portal] and the figure is region-specific. It is managed by regional agencies and is open to Indian students.

Eligibility: Your family's income must convert to an ISEE Parificato value below approximately โ‚ฌ23,000โ€“โ‚ฌ26,000 (Rs.24,84,460โ€“Rs.28,08,520). Indian middle-class families often qualify because Italian authorities value foreign property at approximately โ‚ฌ500 per square meter, which regularly keeps the ISEE score below the threshold.

Renewal condition: From Year 2 onward, you must have completed 24โ€“30 university credits (CFUs) by August of the preceding year. Missing this means losing the scholarship for that year.

Spring intake note: DSU is only available to Fall (September) intake students. This is one of the most consequential reasons to choose Fall over Spring.

For the full DSU process, see DSU scholarship in Italy.

What Is ISEE Parificato and How Do You Get It?

The ISEE Parificato converts your Indian family income, property, and asset data into Italy's ISEE scoring system, which determines your tuition fee and DSU eligibility. You cannot obtain it in India. It is issued by a CAF office (Centro Assistenza Fiscale) in Italy after you arrive, using your apostilled Indian documents.

What you must prepare in India before departure: family income certificate, property certificate, bank balance certificate, and family composition certificate. All must be translated into Italian by a certified translator and apostilled through the MEA. Arriving without these documents means you cannot apply for DSU and will pay full tuition until you do. See study in Italy for free for the complete document guide.

MAECI Italian Government Scholarships

The Italian Ministry of Foreign Affairs (MAECI) awards merit-based scholarships for Master's and PhD programs. Benefits include tuition exemption and a monthly stipend of Rs.97,218 (โ‚ฌ900). Applications for the 2026-27 cycle open around May 2026. Applicants must be below 28 (Master's) or 30 (PhD) and hold B2 English proficiency. Note: DSU and MAECI are generally mutually exclusive. If your income falls below the ISEE threshold, DSU provides greater total coverage. See government of Italy scholarship for Indian students.

Invest Your Talent in Italy (IYT)

IYT is a government scholarship for Indian students pursuing a Master's in engineering, ICT, design, or economics. It pays Rs.1,08,020 (โ‚ฌ1,000) per month for nine months and includes a mandatory three-month internship at an Italian company. B2 English proficiency is required. Deadline: late February. See Invest Your Talent in Italy program and Italy scholarships for Indian students for all options.

Which Intake Is Right for You: Fall 2026 or Spring 2027?

Note: HRD attestation and MEA Apostille are distinct steps. HRD is done at the state level (your state education department); MEA Apostille is national-level legalization done through authorized centers. Allow 4-8 weeks for this chain to complete. Do not leave it until your visa appointment is scheduled.

How to Apply to Study in Italy: Step-by-Step for Indian Students

Step 1: Research and shortlist (Octoberโ€“December 2025). Find English-taught programs on the Universitaly portal. Confirm IELTS/MOI requirements per program. Check for entrance exams (IMAT for medicine, TOLC for some engineering programs).

Step 2: Begin document legalization (November 2025 onward) Begin the HRD attestation and MEA Apostille chain of your degree and income certificates. This chain will require 4-8 weeks and you have to accomplish it before you can proceed to apply the visa or prepare your ISEE Parificato papers.

Step 3: Submit university applications (November 2025-April 2026) Applications go through individual university portals or the Universitaly portal. Most universities have multiple application rounds, with the first round (Novemberโ€“January) typically offering the largest scholarship pool.

Step 4: Complete Universitaly pre-enrollment (April-June 2026). Mandatory after receiving an admission offer. Without this portal confirmation, your visa application cannot proceed.

Step 5: Apply for the Type D visa at VFS Global (Juneโ€“August 2026). Book your appointment at least 3-4 months before September. A mandatory video interview is now required at the Mumbai consulate, per Italian Consulate General Mumbai. Processing takes up to 90 days.

Step 6: Submit DSU application (Julyโ€“September 2026). On arrival in Italy, visit a CAF office with your apostilled documents to get your ISEE Parificato, then apply to the regional DSU portal before the September deadline.

For the complete visa document checklist, see Italy student visa requirements for Indian students.

Italy Student Visa for Indian Students: Requirements, Processing Time and Common Refusals

Indian students pursuing a degree of more than 90 days in Italy require a Type D National Visa (Long-Stay Visa). This is applied for at VFS Global centers in India, not at the consulate directly.

Processing time: According to the official guidance from the Italian Consulate General Mumbai, processing for long-stay Type D applications can take up to 90 days from the day the consulate receives your file. If the consulate issues an "advance notice for refusal" requesting additional documents, the 90-day clock pauses. Your approval can then push beyond your course start date.

Financial proof requirement: The Italian Ministry of Foreign Affairs sets the financial means threshold at approximately โ‚ฌ448.07 per month, amounting to approximately Rs.75,027 (โ‚ฌ6,947) for a full academic year of study. The bank statement proving these funds must be original, stamped and signed by the branch manager on every page. ITR for the past 3 years of the applicant and sponsor is also required.

Health insurance: Coverage of at least Rs.32,40,600 (โ‚ฌ30,000) valid in Italy, with a repatriation clause included. Standard travel insurance is not accepted.

Top reasons for refusal:

  • Missing or unstamped bank statements
  • Income documents not apostilled
  • Universitaly pre-enrollment incomplete or not validated
  • Insurance policy missing the repatriation clause
  • Name discrepancies between passport and sponsor documents (requires an apostilled "One and the Same" certificate)
  • Weak documentation of intent to return to India

Exchange rate used: Rs.108.02 per euro. Verify the current rate before finalising your documents.

For the complete visa checklist and document-by-document guidance, see Italy student visa requirements for Indian students.

Month-by-Month Application Timeline for Indian Students (2026-27 Intake)

Planning Calendar - Fall 2026 Intake (September 2026 start)

This calendar is mapped to the Indian academic year. Most Indian Bachelor's students sit exams in April/May and receive final results in June/July.

MonthAction
Octoberโ€“November 2025Research universities and programs on universitaly.it. Shortlist 5โ€“7 options. Confirm IELTS/MOI requirements for each. Check whether entrance exams (TOLC, IMAT) apply.
November 2025โ€“January 2026Submit applications in the first round (largest scholarship pool). Begin HRD attestation for degree certificates at your state HRD office.
December 2025โ€“February 2026Prepare income, property, and family composition documents for ISEE Parificato. Get them translated into Italian by a certified translator. Begin MEA Apostille process.
Februaryโ€“April 2026Second-round applications close. Collect admission offers. Start Universitaly pre-enrollment immediately after receiving an offer.
Aprilโ€“June 2026Complete Universitaly pre-enrollment. Begin collecting original bank statements (6 months), ITR (3 years), and accommodation proof for the visa.
Mayโ€“June 2026Book VFS Global appointment for Type D visa. Apply at least 3โ€“4 months before September arrival.
Juneโ€“August 2026Attend VFS biometrics and video interview. Submit visa documents.
Julyโ€“September 2026Arrive in Italy. Visit CAF office within the first week. Submit apostilled Indian documents to get ISEE Parificato. Apply to regional DSU scholarship portal before September deadline (typically September 5โ€“15; confirm on regional DSU website each year).
Septemberโ€“October 2026Apply for Permesso di Soggiorno (Residence Permit) at the local post office within 8 days of arrival. Classes begin.

Planning Calendar - Spring 2027 Intake (February 2027 start)

MonthAction
May-August 2026Research programs (Spring intake has fewer options). Apply for admission through university portals.
Augustโ€“October 2026Begin HRD and Apostille chain for degree documents.
Octoberโ€“November 2026Complete Universitaly pre-enrollment after admission offer. Book VFS appointment.
November 2026โ€“January 2027Submit visa documents. DSU scholarship application is NOT available for this intake.
February 2027Arrive. Register for Permesso di Soggiorno. Classes begin.
Julyโ€“September 2027Apply for DSU scholarship for the following academic year (2027-28) as a continuing student.

Counselor insight: Indian students finishing their Bachelor's in May 2026 are in the best possible position for Fall 2026. Their results typically arrive in June or July, giving them just enough time to complete the Universitaly process before the visa window. The critical risk is assuming you can get HRD attestation and MEA Apostille done in 2โ€“3 weeks. The chain routinely takes 6โ€“8 weeks. Students who start this in July routinely miss the August visa appointment window and then face a deferred intake.

Is Italy the Right Choice for You? Three Indian Student Scenarios

Scenario 1: You are a final-year BTech or BE student, graduating May 2026, interested in an MS in Engineering, Computer Science, or Data Science, with a total family budget of Rs.15 lakh for the full degree.

Italy is one of the few realistic options at this budget. With a DSU scholarship, tuition drops to near-zero and accommodation is covered. Your out-of-pocket cost over two years in Milan falls to Rs.10โ€“12 lakh. The constraint is timing: start HRD and Apostille documentation in October 2025, before results arrive. Polimi applications open in November 2025. See Masters in Italy for Indian students.

Scenario 2: You have completed a BCom or BBA and are interested in Fashion Management, Luxury Brand Management, or International Business. You do not have GRE or GMAT scores and your family income is above the DSU threshold.

No other country has Milan at this price point. Programs at SDA Bocconi, NABA, and Politecnico di Milano's School of Management cover luxury and fashion with direct industry access. Most public university business and management Master's programs do not require GRE or GMAT. At Rs.8โ€“15 lakh annually (tuition plus living), Italy is substantially cheaper than the UK or US for comparable programs.

Scenario 3: You have a BSc or MBBS, are considering a research PhD or a Master's in Biomedical Sciences or Physics, and you want a fully funded path.

PhD programs in Italy are salaried: doctoral students receive approximately Rs.1,13,421โ€“Rs.1,44,267 (โ‚ฌ1,050โ€“โ‚ฌ1,335) per month with full tuition coverage. For Master's students, target the MAECI scholarship: applications open Mayโ€“June 2026 for the 2026-27 cycle. MBBS graduates should note that English-medium medical degrees require the IMAT entrance exam.

What to Do When Things Go Wrong

Problem-Solving Guide for Common Italy Application Failures

Visa delay and risk of missing course start. Apply 3-4 months in advance. If still pending two weeks before your start date, notify your university in writing. Most Italian universities grant a 2-4 week enrollment deferral for students with a documented pending visa. Keep your VFS receipt, Universitaly confirmation, and admission letter as evidence.

Missed Universitaly pre-enrollment window. The window typically closes in July for Fall intake. Contact your university's international office directly; a manual late pathway exists at some institutions but is not guaranteed. In most cases, you will defer to the next cycle.

ISEE Parificato not ready for DSU application. DSU deadlines are firm: most regions close in early September. Arrive at least 3-4 weeks before the deadline with apostilled documents in hand. If you miss Year 1, you can apply from July of Year 2.

CGPA below the program minimum. Most Italian public university Master's programs have no hard CGPA cutoff. A 6.5/10 that would disqualify you in the UK may be competitive here with a strong SOP. Apply to 5-7 programs at varied competitiveness levels.

DSU renewal: insufficient CFUs in Year 2. If you are short of the 24โ€“30 credit threshold as of June, speak to your professor about sitting an additional exam before August. Missing the threshold forfeits the scholarship for that year; you can reapply from Year 3.

Outright visa refusal. You have 60 days to appeal or reapply. The most fixable reasons: missing Apostille, unstamped bank statement, or insurance policy without a repatriation clause.

Life in Italy for Indian Students

The practical realities of daily life are worth addressing honestly. Italian is the language of everything outside the university: landlords, grocery stores, the post office where you apply for your Permesso di Soggiorno, and the questura (police station) where you register. Most administrative processes require at least basic Italian. Students who arrive with zero Italian language preparation regularly spend their first month more stressed than they expected. Apps like Duolingo and the free cultural institutes (Istituto Italiano di Cultura) in Indian cities provide a workable foundation.

Indian student communities in Milan, Rome, and Bologna are established and growing. Food is not a significant adjustment problem: most cities have Indian grocery suppliers and restaurants.

On working while studying: Indian students holding a Type D visa and a valid Permesso di Soggiorno can legally work up to 20 hours per week during academic terms and 40 hours per week during university holidays. Typical part-time earnings in retail, hospitality, or English tutoring range from Rs.864โ€“Rs.1,297 (โ‚ฌ8โ€“โ‚ฌ12) per hour. For the full legal framework and how to get your Codice Fiscale (tax code, required before starting any job), see part-time jobs in Italy for students.

Conclusion

Three specific things to take away from this guide:

1. Start your legalization chain by November 2025, and do not wait until after your exam results. HRD attestation and MEA apostille take 4โ€“8 weeks. Students who begin this process in July routinely miss the visa appointment in August. Certificates, income documents, and property records all need to go through this chain before departure.

2. The ISEE Parificato is the most important document you should prepare. Collect your family income certificate, property certificate, bank balance certificate, and family composition certificate from your local revenue and municipal offices in India, have them translated and apostilled, and carry them to Italy. These cannot be obtained or replaced after you arrive. Without them, you lose access to DSU and income-based tuition reductions.

3.The best cost-to-quality ratio in Italy is not always in the most famous city.ย

Bologna, Pisa, and Turin offer the same DSU scholarship coverage as Milan, with monthly living costs of Rs.16,203โ€“Rs.27,005 (โ‚ฌ150โ€“โ‚ฌ250) lower. A student at the University of Bologna (ranked #138 globally) spends significantly less than a Polimi student while accessing equivalent DSU benefits.

    Frequently Asked Questions (FAQ)

    • Is the February (Spring) intake in Italy a good choice for Indian students?

The February intake is a limited option that covers roughly 20% of all programs and offers no DSU scholarship access. Students who start in February must wait until the following Julyโ€“September to apply for DSU, meaning their first year is uncovered. The Spring intake suits students who missed the Fall cycle, want a shorter preparation timeline, or are applying to one of the specific programs that run on a February start. For the majority of Indian students whose primary concern is scholarship access and program choice, Fall is the correct intake.

    • What if my Italy visa is delayed and I miss my course start date?

Contact your university's international office immediately in writing. Italian universities routinely grant enrollment deferrals of 2โ€“4 weeks for students with a documented pending visa. Keep your VFS Global submission receipt, your Universitaly pre-enrollment confirmation, and your admission letter as evidence of a bona fide application. If the delay extends beyond 4 weeks, ask the university whether late enrollment is possible or whether deferral to the next semester is available. Do not cancel your application or assume the university will reach out to you.

    • Can I work while studying in Italy as an Indian student?

Indian students with a valid Type D visa and Permesso di Soggiorno can work up to 20 hours per week during academic term and up to 40 hours per week during university holidays. The Permesso di Soggiorno is applied for within 8 days of arrival at the local post office. A Codice Fiscale (Italian tax identification number) is required before starting any paid work. Typical part-time earnings in Italy range from Rs.864 to Rs.1,297 (โ‚ฌ8โ€“โ‚ฌ12) per hour.

    • How long does the Italy student visa take for Indian students?

According to the Italian Consulate General Mumbai, processing a long-stay Type D visa can take up to 90 days from the date the consulate receives your file. If the consulate requests additional documents, the 90-day window pauses. Apply at least 3โ€“4 months before your intended course start date. A mandatory video interview at the point of submission is now required at the Mumbai consulate.

    • What is ISEE Parificato and how do I get it in India?

The ISEE Parificato is a certificate that converts your Indian family's income and assets into Italy's ISEE scoring system, which determines your eligibility for tuition waivers and the DSU scholarship. You cannot get it in India: it is issued by a CAF office in Italy after you arrive. What you prepare in India are the source documents: family income certificate, property certificate, bank balance certificate, and family composition certificate. These must be translated into Italian, notarized, and apostilled through the MEA before departure. The CAF office then uses these documents to generate the ISEE Parificato.

    • Is Italy a good option for Indian students compared to the UK or Canada?

Italy's strongest advantages over the UK and Canada are lower tuition (especially at public universities), need-based scholarships that cover living costs (which the UK and Canada do not have at this scale), no requirement for GRE/GMAT at most Master's programs, and the IELTS waiver option. The trade-offs are a longer and more complex documentation process (HRD, Apostille, DOV/CIMEA, ISEE Parificato), lower post-study average salaries compared to the UK, Canada, or US, and more bureaucratic friction in daily life. Italy suits students prioritizing low debt over earning potential in the immediate post-graduation period.

    • What is the DSU scholarship and how do Indian students apply for it?

The DSU (Diritto allo Studio Universitario) is a fully funded, need-based scholarship managed by regional agencies in Italy. It covers tuition fees, subsidized or free accommodation, a canteen meal card, and a cash stipend of up to Rs.7,35,176 (โ‚ฌ6,806) per year. To apply, Indian students must first obtain an ISEE Parificato certificate by visiting a CAF office in Italy with apostilled income and property documents from India. Applications are submitted online on the regional scholarship portal, typically between July and early September. It is only available for Fall intake students.

    • Can Indian students study in Italy without IELTS?

Many Italian public universities accept a Medium of Instruction (MOI) certificate from your previous institution as proof of English proficiency, allowing you to bypass IELTS or TOEFL. The MOI certificate confirms that your earlier degree was taught in English. However, the MAECI government scholarship and IYT program both require a B2-level English certificate, and some individual programs specify IELTS. Always check the requirements for your specific program and scholarship, not just the university's general policy.

    • How much does it cost to study in Italy for Indian students in 2026?

At a public university, annual tuition ranges from Rs.97,218 to Rs.5,40,100 (โ‚ฌ900 to โ‚ฌ5,000) before income-based adjustments. Students who qualify for the ISEE Parificato can pay as little as Rs.16,851 (โ‚ฌ156) per year. Adding living costs, a student in Bologna or Pisa should budget Rs.9,24,171โ€“Rs.12,96,240 annually without a scholarship. With a full DSU scholarship covering tuition, accommodation, and a cash stipend, the out-of-pocket cost drops significantly.
