The Queen Elizabeth Commonwealth Scholarship is one of the few fully funded master's scholarships in the world that is explicitly designed to take students somewhere different. Not the UK, not the US, not Australia. A low- or middle-income Commonwealth country that you would not have studied in otherwise, with funding that covers every major expense and a two-year degree that produces a credential recognized across the Commonwealth and beyond.

Indian students are eligible. India is a Commonwealth country. Host destinations for Cycle 2 2026 are South Africa and Papua New Guinea. The courses available in this cycle focus on technology, engineering, climate, and computing. For Indian scholars who want international exposure, a fully funded degree, and two years in a different part of the world, this scholarship deserves more attention than most give it.
What the QECS Actually Is
The Queen Elizabeth Commonwealth Scholarships are managed by the Association of Commonwealth Universities (ACU), which covers over 400 member universities across more than 40 countries. The scholarship was built to support students committed to creating change in their communities, not just the ones with the highest grades. What makes it structurally different from most scholarships is where you study. You do not go to the UK, Canada, or Australia. For Indian students, Cycle 2 2026 opens access to universities in South Africa and Papua New Guinea, two Commonwealth countries with strong university environments and career networks that a Western degree would not build in the same way. The course focus in this cycle is technology, engineering, climate, and computing.
What the Scholarship Covers
The QECS is fully funded. There are no partial awards. If you are selected, the following are covered for the entire two-year duration:
- Full tuition fees at the host university for the approved master's course
- Living allowance for the complete award period, paid at local rates by the host institution
- Return economy airfare from India to the host country and back
- Arrival allowance paid on arrival to cover initial settlement costs
- Research Support Grant available on request and subject to approval for research-related expenses
No application fee. No income means test. No partial scholarships. If you are selected, every major cost of the degree is covered.

Who Can Apply
You are eligible if:
- You are a citizen, refugee, or permanent resident of a Commonwealth country. India qualifies
- You hold a bachelor's degree with at least a 2:1 or the equivalent. There is no upper age limit
- You are applying to study in a country other than your home country
- You are applying for a full-time, on-campus master's degree of up to two years
- Your chosen course appears on the current QECS eligible course list at your preferred host university
You are not eligible if:
- You want to study in Australia, Canada, New Zealand, or the UK. These countries are explicitly excluded
- You want to study part-time or by distance learning. QECS is full-time, on-campus only
- You have already started the course you want funded. QECS only supports new students
- You are applying for an undergraduate degree or a PhD. Master's degrees of up to two years only
Where You Can Study: Host Countries in the 2026 Cycle
The QECS funds study only at universities officially listed as hosts for the current cycle. The list changes every cycle; always verify on the live ACU website at acu.ac.uk before applying.
Host countries for Cycle 2 2026:
- South Africa: Technology, engineering, climate, and computing programmes
- Papua New Guinea: Technology, engineering, climate, and computing programmes
For Indian applicants specifically, South Africa offers English-medium instruction, a strong research university environment, and genuinely different professional exposure from what a Western degree builds. Papua New Guinea is a smaller, more specialized destination suited to students interested in Pacific development, environmental sciences, and applied technology. Both are full-time, on-campus programs only.
Check the live host list and eligible courses at acu.ac.uk before applying. A course not on that list cannot be funded regardless of how strong your application is.
What the Application Actually Involves:
The application goes through a myACU account on the ACU portal. It is built around three statements, and those statements are what determine whether you are selected. Grades matter, but they are not enough on their own.
Statement 1: Your study plan Why this specific course at this specific university in this specific country? What you will study, what you want to achieve academically, and why this host institution offers something your home country cannot. Be specific. Generic answers about wanting to "broaden horizons" will not work here.
Statement 2: Community impact How you will use what you learn to benefit your community after graduation. This is the heart of the application. QECS is explicitly looking for future change-makers. If you cannot articulate a clear, specific impact plan, work on this before you apply.
Statement 3: Collaboration and networking How you will build relationships and collaborate during your studies. Show that you understand what the Commonwealth network means and how you intend to participate.
Supporting documents include academic transcripts, your degree certificate, proof of citizenship or refugee status, and references. No fee to apply.
The step most applicants miss: You must also submit a separate application for admission directly to the host university. The QECS scholarship application and the university admission application are two independent submissions. Both must be complete. Some universities require your university application ID in the QECS form. Confirm the requirements for your chosen host institution before you start.
What Happens If You Miss the June 3 Deadline
Missing this cycle does not mean waiting a full year. The QECS runs twice annually:
- Cycle 1: Opens November/December, closes approximately January/February. Different host universities and approved courses from Cycle 2
- Cycle 2: Opens March/April, closes June 3, 2026, at 15:00 UTC for this year
If selected in this cycle, results are typically announced in October 2026, with studies beginning January or February 2027. Factor this into your visa, accommodation, and academic planning.
If your preferred host country or course is not available in this cycle, it may appear in Cycle 1. You can also apply in both cycles for different countries, with each application assessed independently. The Cycle 1 window for the next academic year opens in November or December 2026.
Applying: Step by Step
- Visit acu.ac.uk and check the current list of host countries, universities, and eligible courses for Cycle 2 2026
- Choose the course and host university that best match your academic background and career goals
- Create a myACU account at the ACU portal, or log in if you already have one
- Complete and submit your QECS application, including all three statements and supporting documents
- Submit a separate admission application to your chosen master's course at the host university. Include the university application ID in your QECS form if the host institution requires it
- Ensure both applications are submitted before June 3, 2026, at 15:00 UTC
Do not write the statements on the final day. The community impact statement in particular requires specific, honest reflection. Selection committees read hundreds of applications; rushed answers are immediately apparent.
Before You Decide
The QECS is not for students whose goal is a UK, Australian, or North American degree or who have fixed on a specific country regardless of what the cycle offers.
