Germany: The Main Free Education Country for Indian Students
Germany leads the countries with free education for Indian students, because no general tuition fees apply at state universities apart from a few exceptions. The question "which country provide free education for Indian students" usually ends here.

DAAD names these exceptions for non-EU students:
- Baden-Württemberg: EUR 1,500 per semester, which is Rs.1.65 lakh. That is Rs.3.3 lakh per year.
- TU Munich: from winter 2024/25, EUR 2,000 or 3,000 per semester for bachelor's and EUR 4,000 or 6,000 for master's. At Rs.110 per EUR, a master's semester costs Rs.4.4 lakh or Rs.6.6 lakh.
- Some master's programs and online degrees: fees apply, and they can be high.
Every student also pays a semester contribution of EUR 100 to 400, or Rs.11,000 to Rs.44,000 which often includes a public transport pass.

Czech-Taught Programs and Iceland: Free Education for Indian Students in 2027-28, and One Exit
In the Czech Republic, programs taught in Czech at public universities are free. Most English-taught programs charge fees. For free tuition you would first need to reach the required Czech level, which can take a year or more.

Iceland is leaving the list of countries with free education for Indian students. Its public universities generally charged no tuition, only a registration fee. But parliament has approved a law under which students from outside the EEA pay full tuition at public universities from the 2027-28 academic year. The amount had not been set when this was checked and universities were due to calculate it before enrolment opens in December 2026. Reports say doctoral students and permanent residents are exempt. Treat Iceland as a fee-charging option for any start from autumn 2027.

If you ask which countries offer free masters for Indian students, the honest answer among countries with free education for Indian students is Germany for most programs, plus scholarship-funded places elsewhere. A scholarship can turn a fee-charging country into a free one, but it is competitive.
- Germany: DAAD runs scholarships for international students. For free education countries for Indian students after 12th, Germany is the realistic option, but it is not a straight line. Indian Class 12 alone is generally not treated as a full German university entrance qualification. The routes are one year of a bachelor's in India or a one-year foundation course called Studienkolleg. From winter semester 2026/27, APS India requires at least 70% overall in Class XII for both routes, and the APS certificate has been mandatory for Indian applicants since November 2022. That rule continues into the 2027-28 cycle, so check your Class XII percentage before you plan.
