The full form of NCR is National Capital Region. The NCR is the metropolitan area that includes all of Delhi’s boundaries and other neighbouring districts from UP, Rajasthan, and Haryana states. Delhi and the metropolitan areas of the neighbouring states are therefore included in what is known as the NCR.

To relieve some of Delhi’s population strain, the First Master Plan for Delhi suggested in 1962 that a sizable part of Delhi and adjacent towns be combined to form a metropolitan metropolis.

The National Capital Region Planning Board Act, 1985, provides that the NCR appears to consist of 23 districts in the neighbouring states of Rajasthan, UP, and Haryana. These states and the relevant districts are listed below.
