In my experience, students pick the USA first because of the headline salary and only later discover how uncertain the path from OPT to a long term visa actually is. If settling abroad matters to you as much as the salary does, weigh Canada more seriously than its lower average pay suggests, since the Post Graduation Work Permit gives you real years to build the Canadian experience most employers there ask for.
