Germany offers mostly tuition-free master's programs at public universities, with only a semester contribution fee of €150 - €350/semester. The exception is Baden-Württemberg, where non-EU students pay €1,500/semester.

In Italy, public universities charge €900 - €4,000/year for master's tuition, depending on the university and your financial situation. Private universities are higher, at €6,000 - €20,000/year. Scholarships, such as the Italian Government MAECI, can cover tuition and provide stipends for selected students.

In summary: Germany is mainly tuition-free except for one state; Italy charges moderate fees, but scholarships can reduce or waive them.
