What budget does a graduate in Nursing applying to Germany or Norway need?
This is a relocation-for-work budget, not a study-abroad tuition budget, since nursing is a regulated profession in both countries and your employer pays your salary once you are recognised, rather than you paying international university fees.
Germany vs Norway: Where the Budget Actually Goes
Language training and the recognition or authorisation process account for most of the upfront cost difference between the two countries.
| Expense | Germany | Norway |
|---|---|---|
| Language training in India | INR 1.0 to 2.0 lakh (A1 to B2 German) | INR 1.5 to 3 lakh plus (Norwegian) |
| Recognition and documentation | INR 30,000 to 80,000 | INR 30,000 to 80,000 plus |
| Visa, insurance, flight, initial living | INR 2.1 to 3.8 lakh | INR 3.4 to 4.8 lakh plus |
| Practical total | INR 3.5 to 6.5 lakh | INR 5 to 9 lakh plus |
Why Germany Has the More Established Pathway
Germany's Make it in Germany portal, an official government platform, runs a dedicated recognition visa route for foreign qualifications, and for 2026 the official blocked-account living-cost figure used for such routes is 1,091 euros a month. Norway requires authorisation through the Norwegian Directorate of Health, and its immigration authority, the UDI, generally expects a skilled worker to have a job offer before applying for the relevant residence permit, which can make the Norwegian pathway more sequentially demanding.
My Advice
In my experience, students underestimate the language-training cost on both routes and end up delaying their move by 6 months or more. If your priority is getting abroad with the smallest realistic budget, start with Germany; if you are chasing Norway's stronger salaries and can absorb a higher upfront cost and a longer authorisation timeline, Norway remains a legitimate second path.
How much will a month in Germany cost you?
Rent, food and travel. A real monthly budget, city by city.
