What Actually Moves the Needle

• Academic progression: officers weigh whether your proposed master's logically follows from your bachelor's and career history, not just whether you meet the minimum GPA.
• Financial evidence: the source of your funds, consistency of bank statements, and whether large recent deposits can be explained all matter more than the total balance alone.
• Temporary-residence intent: IRCC lists failure to convince the officer you will leave Canada at the end of your permitted stay as a specific refusal ground, so your study plan needs to read as genuine study intent.
• Institution and program legitimacy: IRCC verified more than 368,000 letters of acceptance directly with institutions in 2025, so make sure your offer is from a genuine Designated Learning Institution.

A Change Worth Knowing About

Since July 29, 2025, IRCC has started including officer decision notes with most refusal letters, including for study permits. If you are refused, you will generally get far more specific information about the concern than a generic refusal letter used to provide, which matters a great deal if you plan to reapply.

My Advice

Do not manufacture or embellish financial documents to make the application look stronger. IRCC reported that 1.8% of 2025 refusals involved misrepresentation, which carries consequences well beyond a normal refusal. Work through your financials, study plan and program choice with your counsellor line by line before you submit, since a coherent, honestly documented application matters more here than chasing the lowest-refusal-rate province.
