It is currently more competitive to obtain permanent residency (PR) in Canada than in previous years. The Canadian government has kept PR targets steady under the newer 2026-2028 Immigration Levels Plan, following earlier reductions.
- PR targets: 380,000 annually for 2026, 2027, and 2028 (down from around 485,000 in 2024, per the 2026-2028 Immigration Levels Plan released November 2025)
- Priority: A large share of PR admissions come from those already in Canada as temporary residents (international students, foreign workers), with economic-class admissions reaching 64% of the total by 2027-2028
