No, you do not need at least one year of work experience in India to apply for Permanent Residency (PR) in Canada.

For the Federal Skilled Worker Program (FSWP), you need at least one year of skilled work experience, which can be from India or another country. For the Canadian Experience Class (CEC), at least one year of skilled work experience in Canada is required.

Your Indian work experience can help with FSWP eligibility, but is not required for all PR pathways.
