Yes, you must pay the full ₹19,000 fee each time you retake the entire IELTS exam.
If you only want to improve your score in one skill area (Listening, Reading, Writing, or Speaking), you can use the One Skill Retake option for a reduced fee of ₹12,650 for that module.
