Don't pick Germany purely because tuition is low if you can't realistically show the required living funds or if you're unwilling to build German-language skills for local job hunting afterward. Canada makes more sense for a larger loan specifically when your program and institution qualify for the full PGWP; the field-of-study restriction that used to apply doesn't apply to master's graduates, but institution and program eligibility still needs checking case by case.
