SBI's own current FAQ on the PM Vidyalaxmi scheme states plainly that this particular government-backed scheme does not cover foreign education institutions, even though it has expanded access to loans for domestic study. Ordinary bank education-loan products remain the route for overseas study, and students can apply through the government's Vidya Lakshmi portal, which lets you apply to multiple participating banks and track applications in one place.

My Advice
Apply to two or three lenders in parallel through the Vidya Lakshmi portal rather than waiting on a single bank's decision, since approved amounts and collateral requirements can differ meaningfully between institutions for the same course and university. If you are counting on a large loan without collateral, confirm your bank's specific collateral-free ceiling early, since it directly limits how much of your total cost, including living expenses, the loan can actually finance.
