No, booking your APS (Akademische Prüfstelle) appointment before taking the IELTS exam is fine. The APS process does not require IELTS scores.
However, you must have your IELTS results ready for your university application and German student visa. Plan your IELTS exam so it does not delay your admission or visa process.
