If tuition is genuinely tight, Germany's low public-university fees make Hohenheim or Kassel worth the extra paperwork around APS certification and credit verification. If you want the more predictable admissions process and can afford the higher New Zealand fees, Massey is my first call for a general Agricultural Science background.
