My Advice

Match the specialisation to what you actually did in those 36 months rather than to what sounds most impressive: government or public-administration work points toward an MPP or MPA, NGO or development work points toward International Development, and think-tank or research work points toward Public Policy or Political Economy. In my experience, adding even a light quantitative or data-analysis component to whichever track you choose makes the biggest difference to job prospects afterward, more than the choice between the UK and the USA itself.
