Which German universities still require the GRE even after a student has completed the dMAT?

A handful of technical universities still require the GRE for specific programs, entirely independent of the new dMAT rule. If your Bachelor's field is on the APS-affected list and your target program is one of these, you will need both the dMAT and the GRE.
The universities that still ask for the GRE
TU Munich keeps the GRE mandatory for Informatics, Data Engineering and Analytics, Mechanical Engineering, and Management and Technology. This is the single biggest overlap point for Indian applicants. RWTH Aachen's competitive MEng tracks separately still ask for the GRE, distinct from its Battery Science program, which uses the dMAT itself as a selection criterion instead. KIT (Karlsruhe Institute of Technology) asks for the GRE in select engineering and computer science programs.
Outside this small list, most German public universities do not ask Indian applicants for a GRE score at all and never have, so adding a dMAT certificate to your file will not change that.
A key note for Indian applicants at RWTH Aachen
For Indian (non-EU/EWR) applicants specifically, RWTH Aachen requires the GRE in place of the dMAT for the relevant program; the 80/20 dMAT weighting applies to EU/EWR applicants. Confirm which applies to you via the program's official admissions page before prioritizing either test.
My Advice
If TUM, RWTH Aachen, or KIT are on your shortlist, start GRE preparation in parallel with your dMAT preparation rather than sequentially. Do not treat the GRE as optional here just because the dMAT is the newer, more talked-about requirement.
