Yes, the APS (Akademische Prüfstelle) certificate is mandatory for Indian students applying to study in Germany. Without it, you cannot move forward with university or student visa applications.

APS application steps:
- Register online on the APS India website.
- Prepare documents: 10th and 12th marksheets, bachelor’s degree and all semester marksheets, valid passport, passport photo, and proof of APS fee payment (₹18,000, subject to change).
- Pay the fee (non-refundable, currently ₹18,000).
- Submit documents by courier to the APS India office in New Delhi.
- Interview: Some applicants may be called for a brief interview.
- Receive certificate: Issued after successful verification, valid for life.

APS processing takes about 3 - 4 weeks, but can be up to 3 months in peak times. Plan to apply early to avoid delays in university admissions and visa processing.
