A blocked account ("Sperrkonto") is a special bank account required for a German student visa. You must deposit a set amount - currently €11,904 (about €992/month for 12 months) - to prove you can cover your living expenses in Germany.
The bank holds this money and releases a fixed monthly amount to you after you arrive and register. The blocked account confirmation is mandatory proof of financial means for your German visa application.
