Your first decision should be general electronics versus semiconductor-specific chip design, because that single choice changes the right country more than budget does. Taiwan and South Korea only make sense if you are chasing the semiconductor industry specifically, not electronics broadly.

Cost and Specialisation, Side by Side

• France: around 3,950 euros a year at many public universities for 2026-27, strong in microelectronics research and semiconductor engineering.
• Taiwan and South Korea: roughly US$3,000 to 6,000 a year and around 2,500 euros a year respectively, built around active semiconductor and IC-design industries; South Korea's Study in Korea portal reports scholarships covering 30 to 100 percent of tuition for many international students.
• Netherlands: 12,000 to 30,000 euros a year, the strongest overall European microelectronics ecosystem but the most expensive of this group.
• Italy: roughly 1,000 to 4,000 euros a year at public universities such as Politecnico di Milano and Politecnico di Torino, a genuinely budget-friendly option.

My Shortlist Order

For pure semiconductor and chip-design ambitions, prioritise Taiwan first, then South Korea. For general electronics on a tight budget, France and Italy lead. For the strongest overall European research ecosystem, accept the Netherlands' higher tuition as the trade-off.

My Advice

Do not default to the US or Canada just because they are familiar names. Canada's average international graduate tuition of roughly C$24,000 a year is not actually cheap, and the US runs considerably higher again. If chip design specifically is your goal, Taiwan and South Korea will teach you closer to where the industry itself operates.
