The application fee on Universityadmissions.se is SEK 900, and it applies whether you apply for one programme or several. You pay it before arriving in Sweden. The fee itself is not what your permit needs; an admission decision from the university is.

For Swedish public universities, your SOP only matters once you clear the eligibility bar, since admissions first check whether your transcript meets exact prerequisite credit requirements. When a STEM program does ask for one, at KTH, Chalmers, or Lund, it becomes a real tie breaker.
