Yes, the EU Blue Card is available to non-EU nationals who have secured a job in an EU member state. It is a residence and work permit that allows you to live and work in the issuing country.
After 12 months on the Blue Card, you can move to another EU country under simplified procedures. However, the Blue Card does not grant immediate settlement rights across all EU countries.
For permanent residency, you must usually live in the issuing country for a set period (often five years, subject to change). Permanent residency is linked to the country that issued your Blue Card, not the entire EU.
