No, the German government does not release funds from your blocked account (Sperrkonto).

Instead, after you deposit the required amount (currently €11,904, subject to change), your bank releases a fixed monthly sum - €992/month - to you for living expenses during your studies. The funds remain in your name, and the bank manages the monthly disbursement.
