Is studying software engineering in Germany really free for Indian students?
Largely yes. Public universities are tuition-free in 14 of 16 states; you pay only a semester contribution of EUR 82 to 400 that often includes a transit pass. Exceptions are Baden-Wuerttemberg at EUR 1,500 per semester and TU Munich. You still fund living costs yourself.

My Advice
Target tuition-free public universities outside Baden-Wuerttemberg and skip TU Munich's fees unless the ranking is worth it to you. Your real budget is living costs, so plan for a blocked account of EUR 11,904 and aim to offset rent with a Werkstudent job from your second semester.
