Is studying software engineering in Germany really free for Indian students?
Largely yes. Public universities are tuition-free in 14 of 16 states; you pay only a semester contribution of EUR 82 to 400 that often includes a transit pass. Exceptions are Baden-Wuerttemberg at EUR 1,500 per semester and TU Munich. You still fund living costs yourself.
Mostly yes, and this is Germany's biggest draw. Public universities charge no tuition in 14 of the 16 states, so you pay only a modest semester contribution. Free tuition does not mean free living, though, so you still budget for rent, insurance and the blocked account.
What You Actually Pay to Study
Item | Cost |
|---|---|
Public tuition (14 of 16 states) | Free |
Semester contribution | EUR 82-400 |
Baden-Wuerttemberg (non-EU) | EUR 1,500/sem |
TU Munich | EUR 4,000-6,000/sem |
Private universities | EUR 5,000-20,000/yr |
The Costs That Are Not Free
Item | Amount |
|---|---|
Blocked account (2026) | EUR 11,904 (~Rs. 13.31L) |
Living cost per month | EUR 800-1,500 |
Two-year Master's total | Rs. 21.5-37 lakh |
My Advice
Target tuition-free public universities outside Baden-Wuerttemberg and skip TU Munich's fees unless the ranking is worth it to you. Your real budget is living costs, so plan for a blocked account of EUR 11,904 and aim to offset rent with a Werkstudent job from your second semester.
