No, that is false. If you are still enrolled, you can get an APS certificate for masters admission once you have completed and submitted marksheets for at least five semesters of a three year degree, or seven semesters of a four year degree, plus a provisional certificate and bonafide letter.
You do not need to wait for your final degree certificate to apply for APS. As long as you have completed and submitted marksheets for at least five semesters of a three year bachelor's, or seven semesters of a four year bachelor's, APS India will evaluate you under the masters pathway.

My Advice
Start your APS application the moment you cross the five or seven semester mark, since this gives you a full year's head start over classmates who wait for graduation. If your field is engineering, finance or management and you are targeting Summer 2027 or later, check the Digital Mathematics Aptitude Test requirement right away.
