Is it true that Indian students without a completed bachelor's degree cannot get an APS certificate for direct master's admission in Germany?

You do not need to wait for your final degree certificate to apply for APS. As long as you have completed and submitted marksheets for at least five semesters of a three year bachelor's, or seven semesters of a four year bachelor's, APS India will evaluate you under the masters pathway.

• Submit a provisional degree certificate valid within the last year, individual semester marksheets and a bonafide enrollment letter.
• Your final enrollment and student visa still depend on you graduating and presenting your final certificate before the semester begins.
• For the Summer 2027 intake onward, engineering, business, management and finance applicants must now also pass the Digital Mathematics Aptitude Test alongside their APS application.

My Advice

Start your APS application the moment you cross the five or seven semester mark, since this gives you a full year's head start over classmates who wait for graduation. If your field is engineering, finance or management and you are targeting Summer 2027 or later, check the Digital Mathematics Aptitude Test requirement right away.
