No, you generally cannot switch to a German student visa while already abroad on another visa. You must apply for your German student visa from your home country, typically India in your case.
The German authorities require student visa applications to be submitted and processed before you travel to Germany for studies. There are very limited exceptions, and these do not usually apply to Indian students.
